Description
This project is for the design and construction of the FY11 Aerospace Maintenance and Regeneration Group (AMARG) Hangar at Davis-Monthan Air Force Base (DMAFB) in Tucson, Arizona. One new 7,130 total square meters (76,707 square feet) high-bay hangar is required to support maintenance, repair, and inspection for planned Air Force regeneration/reclamation of C-130, KC-135, and P-3 aircraft to support Foreign Military Sales along with returning aircraft to DoD services and other federal and state agencies. This project will provide maintenance space with clear height of 52 feet to house two KC-135 aircraft. The facility will support fuel cell work, aircraft jacking, landing gear removal and replacement, engine removal/installation, flight control rigging and Technical Order (TO) procedures required to survey and repair air frame distortion and warping. Additional support space (included in the 76,707 square feet total) is needed for a TO library, records storage, tool cribs, and equipment storage. The project also includes grading, support utilities, a parking lot, entry drive, landscaping, interior finishes and demolition of Building 7413 (1,342 square meters [13,438 square feet]). The functionality of all support utilities in Building 7413 must be retained and re-homed to Building 7318. Support utilities include water, electricity, gas, sanitary and storm sewer, and communications/data cable, conduits and coordination. THIS IS AN UNRESTRICTED REQUEST FOR PROPOSAL (RFP), BEST VALUE TRADE-OFF. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 00110, entitled Submission Requirements and Instructions. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. There will be one pricing schedule for this project with a Performance Period of 720 days after receipt of Notice to Proceed (NTP). This procurement is subject to Clause 52.219-4 NOTICE OF PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS. If the awarded offeror is a large business, they will be required to submit a subcontracting plan for the purpose of providing subcontracting opportunities to the maximum practicable extent with the small and disadvantaged firms in accordance with the provisions of Public Law 95-507. The Los Angeles District subcontracting goals are specific percentages of the contractors total planned subcontracted dollars. The goals are as follows: 50.0% with Small Business, 17% with Small Disadvantaged Business, 18% with Women-Owned Small Business, 10% with HubZone Small Business, 8.5% with Veteran-Owned Small Business, and 4.0% with Service-Disabled Veteran-Owned Small Business. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, $33,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is Between $10,000,000 and $25,000,000. The solicitation will be made available on or about December 8, 2010. All proposals will be due on/or about January 10, 2011 at 2:00 P.M. PST. This is to notify all potential offerors: Solicitation No. W912PL-11-R-0004 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND All AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY).
