NOTE: This Request for Information (RFI) is the initiation of market research under Federal Acquisition Regulation (FAR) Part 10, and is not a Request for Proposal (RFP). The information provided herein is for information only, and is intended to initiate communication with industry and assess market potential. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that all information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. Marine Corps Systems Command (MARCORSYSCOM), Program Manager, Optics Systems (PM Optics) is currently seeking information on production of a Grenade Launcher Sight System. This RFI is being issued to collect information from industry regarding its ability to provide a Commercial-Off-The-Shelf (COTS), commercial, and/or Nondevelopmental Item (NDI) in accordance with FAR 2.101. The anticipated quantity for this requirement is approximately 2,500 units. In responding to this RFI, White Paper responses shall state how the following performance attributes can be met: Weapon Mounting: oMountable for operational use to the M16A4, M4, M4A1 (Threshold) and M32A1 (Objective). oAttachable to MIL-STD-1913 rail (Threshold), NATO Rail as defined by STANAG 4694 (Objective). oAllows for ambidextrous operation when mounted. (Objective) oCauses less weapon imbalance than AN/PSQ-18A. (Threshold = Objective) High Angle Capability: Enable the user to accuratelyengage targets from 30m to 100m with a high angle (indirect fire) solution using M433 40mm High-Explosive Dual-Purpose (HEDP) and an M203 (Threshold) or M32A1 (Objective). Low Angle Capability: Enable the user to accurately engage targets from 100m to 400m with a low angle (direct fire) solution using M433 40mm HEDP and an M203 (Threshold) or M32A1 (Objective). Day Use: Provide a day aiming capability for high and low angle engagements without the use of an electric power source. (Threshold = Objective) Night Use: Provide a night aiming capability for high and low angle engagements. (Threshold = Objective) Vertical Interval: Enable the user to accurately engage targets at elevations above and below the user. (Objective) Range Determination: Determine range to target.(Objective) Ammunition: Compatible with all current low velocity 40mm ammunition. (Threshold = Objective) M651 - Chemical Agent CS M433 “ HEDP M781 “ Training Practice M661 “ Green Star Parachute M662 “ Red Star Parachute M713 “ Red Smoke Ground Marker M715 “ Green Smoke Ground Marker M716 “ Yellow Smoke Ground Marker M583/M583A1 “ White Star Parachute Ergonomics: -Does not interfere with weapon sling attachment. (Threshold = Objective) Weight: Weight in operational configuration no more than 17.7 ounces (Threshold), 8 ounces (Objective). Size: Total volume same as AN/PSQ-18A (Threshold), less than AN/PSQ-18A (Objective). Battery Life: Eight (8) hours of operation (Threshold), 16 hours (Objective). Battery Type: If batteries are required, operates using batteries that are currently in the DoD supply system. (Threshold = Objective) Ruggedness: Remains functional, without damage or degradation in performance, after a 1 meter drop on hard packed earth (Threshold) concrete (Objective). Waterproof: Waterproof at depth of 1 meter in seawater for 30 minutes. (Threshold = Objective) Operating Temperature: Operable in temperatures ranging from -20 degrees F to 120 degrees F. (Threshold = Objective) Storage Requirements: No special storage requirements. (Threshold = Objective) If system requires laser/lasers: Laser System: Any LASER output must have the ability to be eye safe by operator setting (Threshold) or eye safe (Class 1 laser) (Objective). Laser System Safety: The system laser shall have a safety system that complies with 21 CFR Part 1040.10.f.2. (Threshold = Objective) The government is requesting a written capabilities document, herein referred to as White Paper, from interested vendors capable of providing a Grenade Launcher Sight System that meets the above attributes. White Paper responses should demonstrate the vendor ™s capability to meet the technical requirements and provide a Rough Order of Magnitude (ROM) to pricing. The ROM shall include at a minimum the following information: Cost for the entire quantity of 2,500 units Stepladder pricing from 1 “ 6,000 units with contractor determined price breaks Proposed delivery and production schedules Additionally, it is requested that Enclosure 1 Assertion of Commerciality is completed and provided with your White Paper response in order that the government may assess the commerciality and/or development status of your product. There are no page limitations. Responses should include any advertising or marketing type information. Vendors are discouraged from submitting any information deemed competition sensitive or proprietary. However, if sources elect to submit competition sensitive or proprietary information, vendors bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. Written responses can be in any format, but electronic media must be in Microsoft Word or Adobe Acrobat formats. RFI responses shall be provided in one (1) printed and one (1) Compact Disc copy, and be delivered no later than 7 December 2010, 4:00 p.m. Eastern Time to the following address Commander Marine Corps Systems Command Infantry Weapons Systems (PG-13) Program Manager, Optics Systems (PMM-135) Attn: Patsy Stefan or Lawrence Hubbard 2200 Lester Street Quantico, Virginia 22134-6050 Notice Vendors are advised that the Government will utilize Support contractor/non-Government personnel from Lockheed Martin Corporation, DCS Corporation, EOIR Technologies, and their subcontractors and consultants to assist in collecting and reviewing market information. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act") as implemented in the FAR. These companies are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data.
