Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) on behalf of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) to negotiate/award a purchase order on a noncompetitive sole source basis to Picometrics, Inc. for the purchase of a Laser Induced Fluorescent (LIF) detector. The reference number NHLBI-PB-(EB)-2011-16. The Micro Analytical Immunochemistry Unit is a service lab within the Biomedical Engineering and Physical Science Shared Resource, which analyzes biological samples for biomarkers. The Micro Analytical Immunochemistry Unit requires Laser Induced Fluorescence (LIF) Detector for a new capillary electrophoresis machine. The sole source determination is based on the fact that the LIF detector must interface with an existing capillary electrophoresis machine. The LIF is the most sensitive detection method when analyzing materials by capillary electrophoresis. The LIF Detector made by Picometrics is designed to fully interface with the capillary electrophoresis. The LIF system has the sensitivity to detect the low concentrations of analytes and also has the ability to be turned to different wavelength lasers. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification System (NAICS) Code is 334516 and the business size is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
