- AMENDMENT NOTICE: This Amendment 0002 serves as an after review of the pre-proposal/ pre-bid site visit held November 18th, 2010, and to give the Government responses to questions received, Solicitation no. Q9420101013, VC Lighting, Lewis and Clark National Historical Park Changes:Under Table of Quantities 4A, and Definition of Bid Terms, 1.5, A-1 and A-2 the wording shall be changed to 1. Occupancy sensors to control the 16 T-8 fixtures in the hallway area need to be designed and installed by the contractor. 2. Remove and replace 5 ballasts. Q&A:1. Question: Are there specifications in the package for the bulbs, etc.? Answer: There are general terms used in the specifications to describe the bid items, industry standards apply. 2. Question: Is there a crawl space and what room is available? Answer: Yes, there is a crawl space. Access space varies considerably due to the peaked roofs, some areas you can stand up and others are very tight (e.g. the area above the restrooms). This was discussed in greater detail on the tour as to where it is tight and where there is more room. There is some lighting in the crawl space and there are some areas where the floor of the crawl space will not support weight, so you have to step over these areas. The wiring is already in for the lighting and a lot of the areas are accessible without the crawl space. 3. Question: Are there new Occupancy Sensors (OC's) being installed? Answer: Yes, there are 5 listed under Item 2A and 5 under Item 2B. 4. Question: When will the project work occur? Answer: It depends on how quickly bids are reviewed and contractor is selected. The solicitation closes Nov 29th, it our goal that the award will be made and pre-con meeting schedule by Dec 3rd. 5. Question: Are the Exit signs being replaced? Answer: Yes, there are 11 in the bid schedule. 6. Question: Are charging systems being replaced? Answer: As shown in the bid schedule, not the fixtures, but the batteries and backups are. 7. Question: The solicitation says installed, is that correct? Answer: Yes, the solicitation is correct. 8. Question: What hours will the building be accessible? Answer: Maintenance typically opens the building at 6am. The building is open to the public 9am-5pm. The gate is usually opened at 8:30am but we could work something out for getting materials/equipment delivered earlier than that. 9. Question: Is the contractor responsible for disposal of materials? Answer: The government will be responsible for disposal of material. 10. Question: Is the goal of the project to get Oregon Tax Credits? Answer: No, the federal government does not pay state tax, but the goal is energy use reduction. 11. Question: What types of fixtures do the 16-T8 lights require?Answer: The fixtures are not being replaced, just the ballasts. 12. Question: How many recessed can lights are being replaced, and what type are they? Answer: The compact fluorescents are staying; just the halogen bulbs are to be replaced, the 2-pin 50watt, like the MR-16's. 13. Question: On page 6, it says 16 fixtures are to be designed and installed, Item 4, is that correct? Answer: No, this needs to be corrected. However, until corrected, as stated previously, what is listed in the solicitation is what should be used as a basis for bids. 14. Question: What is the load per circuit on the UPS's and how many circuits? Answer: This question was asked during the walkthrough and the answer was not readily available. 15. Question: Is there a preference on light color? Answer: Yes, warm toned lighting. 16. Question: Is the lighting tied into security system? Answer: No. 17. Question: Confirming, not full blown UPS, just battery backup, Item 3B? Answer: Yes. 18. Question: Item 4A is just battery ballast, not bulbs? Answer: Yes. 19. Question: Occupancy sensors in staff hall-replace all lights?
