Description
The Naval Air Warfare Center Aircraft Division, Lakehurst intends to award a Blanket Ordering Agreement (BOA) Delivery Order on a sole source basis to Bell Boeing Joint Program Office (JPO), 401 Tiltrotor Drive, Amarillo, Texas 79120. This acquisition is for the build and test of a ruggedized verison of the VSLED (Vibration, Structural Life and Engine Diagnostics) Leakage tester (VLT) that was developed by Bell helicopter that can be used by fleet maintainers the organizational (O) level of maintenance. In addition, there is a requirement to purchase fifty (50) of these ruggedized units which will support the current fleet of CV/MV-22 aircraft. The V-22 aircraft has 22 VSLED vibration sensors. A VLT is used to take a voltage measurement for each of the sensors to measure for any leakage. The amount of leakage indicates whether a connector is dirty or not. A dirty connector requires the maintainer to pull the corresponding sensor and clean. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 "Only One Reasonable Source." The VSLED system is a unique system developed by Bell helicopter to collect vibration data on the V-22. The system is controlled by Bell Helicopter and they own the technical data rights to the VSLED system. Technical knowledge of the internal workings of the VSLED is required to build a tester to support troubleshooting and maintenance of the VSLED system. Technical data rights for the current tester are not owned by the government. The government does not possess the entire technical dataset necessary to complete this effort. Therefore, this is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that may be used by the government to detremine whether or not to conduct a competitive procurement. A determination by the government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the government. Information provided herein is subject to change and in no way binds the government to solicit for an award of a contract. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, and technical data needed to perform this effort.
