JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: This position is located in the U.S. Embassy/International Narcotics and Law Enforcement Section (INL/K), Kabul, Afghanistan. The Office of Aviation (INL/A) provides planning, operational and logistical support and contract oversight for the INL/Government of Afghanistan (GOA) counter-narcotics aviation program and SCA aviation support program in Afghanistan. The Office of Aviation performs this mission using a fleet of fixed and rotary wing aircraft, Government employees, and aviation support contractor employees operating in Afghanistan. The Office is divided into the Headquarters Group, Operations Division, Logistics Division, Maintenance Division and Contracting Division, all of whom provide support and oversight of the contractor. The Director, Office of Aviation directs the Department of State International Narcotics and Law Enforcement Aviation program through subordinate supervisors and formal policies, procedures, and reporting requirements. The Office of Aviation is responsible for the curtailment of the supply of illegal drugs from foreign sources into the United States, interdiction of refining laboratories and trafficking activities, other enforcement operations as directed by the Secretary and providing safe transportation to US Embassy Chief of Mission Personnel. B. PURPOSE: The purpose of this personal services contract position is to provide a Deputy Senior Aviation Advisor for the Office of Aviation program in Afghanistan. The incumbent serves as the deputy to the senior in-country aviation advisor, responsible for assisting the Senior Aviation Advisor in providing program implementation, direction and execution oversight in support of both counter-narcotics (CN) efforts and transportation of embassy personnel and cargo. Assists in effecting high-level interagency coordination among the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. Coordinates and evaluates training and operational effectiveness of in-country Department of State programs, to include interdiction and eradication operations, and transport operations ensuring all aviation programs retain requisite operational and logistical fluidity. May performs flight duties as a fixed or rotary wing pilot, monitors and evaluates aviation support services contractor's performance in maintenance, operations, standardization, logistics and safety by performing oversight duties at various contractor locations during at least half of the period of performance. C. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Senior Aviation Advisor; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the Office of Aviation and the US Embassy for purposes of this program. Completed work is reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. I. STATEMENT OF WORK In the absence of the Senior Aviation Advisor assume senior aviation advisor duties responsibilities and oversight as required. Provide oversight and evaluation of contractor operations. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit weekly written reports of the contractor's performance and activities to the Office of Aviation, and provide comprehensive monthly award fee input to the Contracting Officer's Representative (COR) regarding contractor performance. Assist in the coordination of Embassy flight activities between all embassy sections and USAID. Provide direction and guidance to the contractor for the implementation and use of flight operations based software, coordination between other USG contracted aviation service providers and DoD. Direct and coordinate aircraft and personnel deployments within Afghanistan to interdict the transportation of and destruction illicit narcotics crops and support embassy mission requirements. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for aviation support operations in Afghanistan. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aerial interdiction and transport operations. These tactics and procedures include, but are not limited to Night Vision Goggle operations and tactics, and helicopter escort tactics/rules of engagement/aerial gunnery in support of the USG mission in Afghanistan. Provide operational direction and guidance to the contractor operations activities and personnel for the purpose meeting USG aviation support requirements. This includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State Management Office, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops, intercepting illegal drug shipments through aerial interdiction operations and providing general aviation support. Provide direction and oversight for contractor aviation training and standardization. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the mission of the Office of Aviation. Maintain constant liaison with Office of Aviation, U.S. Department of Defense, Department of State, International Narcotics and Law Enforcement Section (INL/K), Management Section, USAID, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Develop and provide oversight of a Joint Tactical Operations Center coordinating and tracking aircraft movements and coordinating operations with Regional Security Officer Kabul Provide analysis of current threat impact to aviation operations and recommend changes to tactics, techniques and procedures to counter threats. Oversee activities of subordinate aviation advisors and approximately contractor personnel. Provide both technical and operational oversight to contractor employees. Plan work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work. Assign work based on work priorities, difficulty of the assignments, and capabilities of the employees. Give advice and instruction to employees on both work and administrative matters. Identify developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for both USG and contractor personnel. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. II. MINIMUM REQUIREMENTS US citizen subject to State Dept secret level security clearance In-depth knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. In-depth knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, and general aviation support, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Must have extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing or fixed wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. In-depth knowledge of flight operations inside a DoD controlled environment, particularly Special Instructions (SPINS), air tasking and combat orders, DoD secure internet protocol procedures, and handling of classified materials. Highly specialized skill in the operation of aircraft as a pilot. Knowledge of and skill in operation of desktop computer based word processing systems. Knowledge of and skill in the development of flight operations based software is desirable. Knowledge of U.S. Government contract administration procedures is desirable. III. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed and rotary wing tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include air interdiction operations, personnel transport, forward area aerial re-supply, replenishment, and sustainment. Incumbent must apply specialized and professional knowledge to supervise flight standardization oversight of aviation support contractor pilots operating in Kabul and at multiple forward operating locations. The incumbent oversees multi-national/multi-cultural pilot training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from staff officers, consults with the Director of Operations, Office of Aviation regarding ongoing projects, provides guidance to subordinate Program Aviation Advisors, Standardization Pilots, contractor, and operations personnel, and oversees implementation of the program. These plans and procedures include, but are not limited to development of a Night Vision Goggle training plan. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. IV. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity and wearing of personal body armor and helmet for long periods of time. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. V. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Afghanistan and therefore pose significant risk to the incumbent while at these sites. VI. EVALUATION CRITERIA Factor 1. Offeror's ability to: Develop, coordinate, organize, implement, and oversee comprehensive procedures for the Department of State. Work includes developing multi-national/multi-cultural fixed and rotary wing pilot training programs, plans, policies, and procedures for the Office of Aviation; coordinating recommendations from standardization committees, consulting with the Senior Aviation Advisor regarding ongoing projects, providing guidance to the contractor/host nation instructors, and overseeing implementation of the Aircrew Training Program (ATP). Factor 2. Offeror's ability to: Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction, and provide host nation counter-narcotics aviation training and support for the institutionalization program. Factor 3. Offeror's ability to: Develop operational tactics and new training procedures for the purpose of enhancing aerial eradication and aerial interdiction operations. These tactics and procedures include, but are not limited to Night Vision Goggle (NVG) aerial eradication and interdiction tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission in Colombia. Factor 4. Offeror's ability to: Provide operational direction and guidance to the contractor and host nation Aviation operations activities and personnel for the purpose of destroying coca and poppy, and interdicting the flow of the finished narcotic products into the United States. This includes; but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial eradication and intercepting illegal drug shipments through aerial interdiction operations. Factor 5. Offeror's ability to: a. Provide direction and oversight for contractor and host nation aviation training and standardization. b. Implement DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. c. Coordinate for facilities support through the Narcotics Affairs Section and the host nation for contractor operations. Factor 6. (Experience/Past Performance). Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). A. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. B.
