- This Request for Information (RFI) is being issued to collect information from industry and invite vendors to participate in an Industry Day to be held on Friday 10 December 2010 at 1000 Corporate Drive Suite 301, Stafford, VA 22554, from 0830 to 1215. For those who are unable to be present at the location, there will be a phone line set up to call into the conference. The phone number is (703) 432-2538. The user password is 4107 followed by the pound-sign. The purpose of this Industry Day is to collect information and ideas on the new Suspension Material and Retention Technology “ Test and Evaluation (SMART-TE) protocols for Combat Helmets. The Advanced Combat Helmet with Team Wendy 7 pad system will be used as the baseline for testing. There is no solicitation available at this time. Any information provided during this Industry Day or posted in conjunction with the Industry Day does not constitute a request for proposal, but will be considered an exchange of capabilities and ideas. The government will not reimburse interested sources for any responses to this notice, or for any costs incurred in responding to this notice, or for costs incurred in subsequent exchanges of information. Travel and expenses incurred for attending Industry Day will be at the expense of the interested sources, and not of the Government. The Government has developed new test protocols for testing the Suspension Material and Retention Technology. The Program Manager Infantry Combat Equipment (PM-ICE) would like to test production- ready industry Suspension Material and Retention Technology Systems, against the current Suspension Material and Retention Technology performance. PM-ICE would like to invite industry to an Industry Day where interested sources will be informed of the Program, and Test Protocols and Procedures with an informal discussion at the end of the day where ideas, concerns, and any questions will be addressed. The agenda for the Industry Day will be as follows: 0830 “ 0900Welcome/ Introductory Briefing 0900 “ 1000Test Protocols and Test Procedures Overview 1000 “ 1100Program Brief/ Objectives 1100 “ 1115Break 1115 “ 1215Informal Discussions with Industry/ Question and Answer Period There will be three tests completed to determine the Industry Standard for Suspension Material and Retention Technology, the details of which will be discussed during Industry Day. The three tests to be performed on each system are Blunt Impact Test, Helmet Installation and Fitting, and a Stability Test. Any testing performed in conjunction with this effort is subject to the availability of funds. All sources that plan to attend the Industry Day on Friday 10 December 2010 should send confirmation and questions by writing via e-mail to daniel.story@usmc.mil (with a courtesy copy to lisandra.torres@usmc.mil). Please provide the name and position title of attendees (no more than two per company), contact information, business size, current production schedules, lead times, and sales data. Submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure items, or for the Government to pay for the information or items received. All requests to attend Industry Day should be submitted no later than 1630 on Thursday 2 December 2010. Unregistered attendees will not be turned away unless space is unavailable. The Berry Amendment will apply to any contractual instruments regarding future procurement actions resulting from this RFI. All questions presented before and during Industry Day will be addressed during the Informal discussions portion of the Day ™s Agenda. Questions presented during Industry Day will be submitted via writing at the end of the program brief portion of the day, a short 15-minute break will be taken where the questions will be compiled, and questions will then be answered during the Informal Discussion for everyone ™s benefit. The process for requesting copies of test protocols and procedures will be posted at a later date. After Industry Day all questions, answers, information discussed, test protocol and procedures request procedures, and any other information requests will be posted to the Navy Electronic Commerce Online (https://www.neco.navy.mil/) and Federal Business Opportunities (https://www.fbo.gov/). Any and all information submitted will not be returned. Inability to attend this Industry Day (whether in-person or via Teleconference), will not preclude any interested party from responding to future requests for information or other notices regarding this effort. This is not a solicitation and no solicitation exists at this time. Posting of this notice does not guarantee that any further notices or any procurement will be initiated.
