Description
Under the authority of FAR 13.106-1 (b)(1), in conjunction FAR 13.5, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760, on behalf of the WARPADD Directorate, intends to negotiate and award a contract to Pioneer Adult Rehabilitation Center located at 485 PARC Cir, Clearfield, UT 84015-1783. To provide the following kits: 10, High Angle Mountain Kits 10, Assault Climber Team Kits The intent is to award 1 contract to procure the above mentioned materials on the basis of Other than Full and Open Competition. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: Kit and deliver the specific items listed in Purchase Descriptions PD-GL-IO-04 (High Angle Mountaineering Kit), PD-GL-IO-05(Assault Climber Team Kit), and PD-GL-I 0-06 (Snow and Ice Mobility Kit.) The quantity required to fulfill the unit's request is 10 each High Angle Mountaineering Kits (HAMKs); 10 each Assault Climber Team Kits (ACTKs). DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: After extensive testing to ensure compliance with the requirements from the Maneuver Center of Excellence, it was determined that none of the proposed vendors could produce all the items in accordance with the requirement, and would hence require a separate contract to kit all the items. NISH, a mandatory source, has already successfully completed a Manufacturing and Development (M&D) Contract to kit 31 each HAMKs, 9 each ACTKs and 3 SIMKs in anticipation of the items being on the Federal Procurement List within the next 90 days. The USMC Marine Assault Climber Kit (MACK) is already on the FPL after a successful M&D contract. The MACK consists of many of the exact items in the AMK (18 out of 24), in a slightly different quantity, as the MACK and AMKs were developed together to establish consistency across the Force. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: An initial market survey was conducted, and a national trade conference is attended annually, to determine sources for these military items. The Army's subject matter experts were then queried as to the salient characteristics required for the items and availability on the open market. Constant online/periodical market surveys to include weekly contact with vendors is done in order to verify the items against the requirements and any change in manufacturing process or location. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: None A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: NISH is one of two national non-profit agencies under the AbilityOne Program specializing in this Service area. There is no competition to this acquisition.
