- VA-263-11-RP-0035, Under Statutory Authority 41 USC 253 (c)5, 38 USC 8153, Public Law 104-262 Section 301, and VHA Directive 1660.1, VA Medical Center, Sioux Falls, SD, anticipates entering into a sole source affiliate agreement with South Dakota State University for Clinical Pharmacist Services. This solicitation is issued as a Request for Proposal and the North American Industry Classification System Code (NAICS) code is 621111 with a size standard of $10.0 million average annual receipts. This notice of intent is not a request for competitive proposals and no solicitation document is available. The affiliate agreement will be set up for a base year with (1) one-year option. The above authority is cited and justification made based on the VHA Directive 1660.1 authorizing VA to sole source healthcare contracts with affiliates. This action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302-5 and under commercial item format prepared in accordance with the format in Federal Acquisition Regulation (FAR) 15 as supplemented with additional information included in this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
