Description
The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) is soliciting quotes competitively for a brand name or equal combination environmental control unit (ECU) Generator Trailer. The brand name is GET 12-ton Turf Cart manufactured by HDT Engineering Services, Inc of Fairfield, VA. The salient characteristics are in the attached specification. Offeror s that propose other than the brand name item must clearly indicate in their response how the salient characteristics are met by the proposed product. Contract award will be made to the responsible offeror whose quote meets the specification and has the lowest price. The resulting purchase order will be firm fixed price. NAICS Code 423990 applies. SBA Size Standard is 100 employees. PSC is 4120. It is anticipated that award will be made by 31 Dec 2010. Delivery will be made to NSWC-PCD, 110 Vernon Ave, Panama City, FL 32407 Destination. This procurement is set aside for small business. ENVRONMENTAL CONTROL UNIT / GENERATOR / TRAILER BRAND NAME OR EQUAL SALIENT CHARACTERISTICS Brand Name GET / 12-Ton Turf Cart manufactured by HDT Engineering Salient Characteristics: This Specification establishes the requirements for a Environmental Control Unit (ECU) -Generator-Trailer System for use with the LCAC Personnel Transport Module. The Trailer System shall consist of a steel frame trailer with aluminum deck and fenders, a transaxle-mounted 35kW Generator Set, a 144,000 BTU/Hour ECU and associated ducting and ancillary equipment. Following are the salient characteristics: 1. TRAILER a. Trailer Weight Distribution: The weight distribution and lateral stability shall not pose a safety hazard during transport. b. Trailer: The Trailer System maximum gross vehicle weight rating (GVWR) shall not exceed 5,500 pounds. c. Fuel Tank: The trailer shall be equipped with a minimum 40-gallon fuel tank with a filler and fuel level gauge with dial indicator. The fuel tank shall be located on the trailer centerline over the axle such that the addition of fuel will not significantly alter the tongue weight characteristics. The fuel filler shall be fitted with a screen to prevent the falling in of foreign objects. The fuel tank shall be capable of being drained. d. Surge Brake: The trailer shall be equipped with hydraulic surge brake rated for the trailer maximum gross load. e. Safety Chains: The trailer shall be equipped with two safety chains and one breakaway cable to secure the trailer to the towing vehicle. The breakaway cable shall cause actuation of the surge break if the trailer becomes separated from the tow vehicle. f. Taillight Assembly: The trailer shall be fitted with two MS52125-2 (24VDC) tail light assemblies and connected via neoprene jacketed cable to a watertight junction box located at the tongue that is connected to a MS75020, 12-pin plug to a HMMWV trailer receptacle. g. Hand Operated Parking Brake: The trailer shall be equipped with two hand operated parking brakes located at the tongue of the trailer. h. Stabilizing Jacks: The trailer shall be equipped with three adjustable leveling jacks of suitable rating. One jack shall be located at the tongue to raise and lower the trailer and to adjust pintel height. i. Trailer Tie-Down Rings: The trailer shall be equipped with tie-down rings with a three-inch opening for tie-down in accordance with MIL-STD-209, Class 3. The rings shall have a minimum ultimate breaking strength of 45,000 pounds. 2. ENGINE a. Fuel: The engine-generator shall operate using D1 or D2 Diesel Fuel, JP5 or JP8 and shall include provisions for an emergency fuel cut-off. b. Enclosure: The diesel engine-generator set shall be in a weather resistant enclosure with an integral sound attenuated acoustic chamber. Both sides of the enclosure shall be provided with two tool-free, hand-operated latches for releasing removable service doors during maintenance and servicing periods. The control panel shall be protected from the elements with a hinged access door with window. c. Noise Abatement: The cooling air intake and exhaust shall be baffled. A critical exhaust silencer and thermal exhaust blankets on all exhaust items including manifolds, flexible connections, turbocharger and pipes shall be used to further reduce engine noise. d. Engine: The engine shall provide a minimum rating of 59HP (prime) at 1800 RPM. The engine shall be fitted with valves for draining engine fluids and incorporate a coolant collection and recovery system, radiator drain, lubricating oil drain and fuel oil drain for maintenance. e. Air Restriction Indicator: The intake of the engine shall be fitted with an air restriction indicator to provide an indication of serviceability of the air cleaner. 3. GENERATOR a. Diesel Engine Generator Set: The diesel engine generator set shall produce 35kW, 120/208-Volts AC, 3 phase, 5-wire power with voltage regulation of +/- 1% from no-load to full load conditions. Frequency regulation under variable loads shall be +/- 0.5% from unloaded to full load. b. Generator: The generator shall be rated at 40kW and having a 130-degree temperature rise for a 40 degree centigrade ambient temperature environment (Class H Insulation). c. Power Panel: MIL-C-22992 and MILC-5015 connectors shall be installed at the generator power panel. Light indicators shall indicate where power is available at each connector. The power panel shall have provisions to import power (shore power) and to export power via circuit breaker protected output receptacles. All receptacles shall be energized in either the Shore Power or Generator mode of operation. The Power Panel shall be equipped with a red emergency shutdown switch. When depressed the Generator Power shall be removed and the engine shut down. The Power Panel shall be equipped the following inlets and receptacles: 1. One (1) MS90558C44412P, 3-phase, 5-wire, 100-Amperes, wall-mount inlet, J1, to accept 120/208-VAC, 3-phase Shore Power. 2. Two (2) MS90555C32412S, 3-phase, 5-wire, 60-Amperes, wall-mount receptacles,J2 and J3. Each outlet shall be circuit breaker protected at 60-Amperes, for connecting to system loads. 3. One (1) Single-phase 120VAC, Ground Fault Circuit Interrupted duplex outlet receptacle, J5, with weather tight cover, circuit breaker protected at 20-Amperes. 4. One (1) MIL-C-5015, J6, 2-wire inlet for interconnecting the Generator Sets to control the load share paralleling operation. d. Instrumentation Panel: An instrument panel shall be provided and consist of an AC Ammeter, an AC Voltmeter, an AC Wattmeter and a Frequency Meter. The engine instrumentation shall consist of an Engine Battery Monitor, Oil Pressure Gauge, Coolant Temperature Gauge, Hour Meter, and a Fuel Gauge. A control switch shall be provided for the engine OFF/RUN/START. A combination AC Ammeter/Voltmeter four-position switch, a Synchronizing Switch, a Voltage Adjust Potentiometer, a Panel Illumination Light Switch, a speed control potentiometer and an In-Synch indicator LED shall be incorporated into the Instrument Panel. Automatic shut-off for Low Oil Pressure, Over speed, High Coolant Temperature and Reverse Power shall be incorporated into the design along with alarm indicators. The AC instrumentation shall provide indications of power in either the Shore Power or Generator Power modes of operation. e. ECU Controls: ECU operator controls shall be located on the ECU and include a power on/off switch with indicator light, a mode selector switch to manually set the ECU operating mode and Temperature Control. f. Battery: Maintenance free batteries shall be installed within the Generator Set enclosure. The batteries shall be sealed lead-acid type approved as non-hazardous material by the Department of transportation and MTMC. g. Load Bank: The Generator Set shall be equipped with a 10kW Load Bank consisting of 4kW and 6kW resistive loads. The Load Bank shall be capable of being added in stages so that 4kW, 6kW or 10kW may be added to existing loads. The Load Bank shall be automatically disengaged from the system when the Generator Set is not providing power. The circuit breaker for the Load Banks shall be installed at the Barrier. Indicator LEDs shall indicate when the Load Bank is energized or shed. h. Load Shedding: Power demand shall be monitored and controlled. When power demand is reduced to where the generator can also support the Load Bank, the Load Banks will be energized automatically. 4. ECU a. ECU Functional Requirements: The ECU shall provide the required heating, cooling and ventilation at external temperatures from -25 degrees Fahrenheit to 125 degrees Fahrenheit. The ECU shall exhibit the following characteristics. b. ECU Power Requirements: The ECU shall not consume more than 30.0kW of input power in the cooling mode and 28.5kW in the heating mode. The system shall have a constant run compressor to limit In-rush to a single event at start up. The major components for the ECU are: 1. Compressor: The compressor shall be a hermetically sealed unit with thermal overload protection. The starter for the compressor shall be equipped with a starting delay of 60 seconds after start or the evaporator fan motor. A hot gas bypass / liquid injection system shall be used to minimize power fluctuations with thermostatic cycling. 2. Evaporator Fan: The evaporator fan motor shall be 208-Volts AC, 3-Phase 60-Hz, with normally closed overload protection. 3. Condenser Fan: The condenser fan motor shall be 208-Volts AC, 3-Phase, 60-Hz,with normally closed overload protection controlled by system pressure. c. Cooling Capacity: The cooling capacity shall be 1. A minimum of 141,000 Btu/hr with the following conditions: 80 F indoor dry bulb /67 F indoor wet bulb//95 F outdoor dry bulb//75 F outdoor wet bulb 2. A minimum of 131,000 Btu/hr with the following conditions: 90 F indoor dry bulb /75 F indoor wet bulb//125 F outdoor dry bulb//85 F outdoor wet bulb d. Heating Capacity: The ECU heating capacity shall be a minimum of 27.0 kW of electrical heat. The ECU shall be equipped with a safety switch to deactivate heating elements in the event over-temperature. e. Refrigerant: The ECU shall use R-407C refrigerant. f. Air Supply Duct Transitions: The ECU shall be equipped with two 12 inch diameter supply air duct transition(s) and two 12 inch diameter return air duct transition(s). The transitions shall be quick release/collar design. Each duct transition shall be equipped with a mating canvas cover that latches to the ECU transitions. Four 12 inch ducts 25 feet in length shall be provided. Canvas storage bags for each of the fours ducts shall be provided. 5. ANCILLARY EQUIPMENT a. Fire Extinguisher: One five-pound ABC dry chemical type fire extinguisher shall be provided. 1. Labels and Identification: Receptacles and inlets shall be identified with reference designation (J1, J2 ) and labeled with the operating voltage, phase and maximum current. All meters and controls shall be appropriately labeled with function. Circuit Breakers shall be labeled with reference designation and the device protected. Warning labels shall be provided to inform operators of potentially dangerous operating conditions. 2. Preservation: The trailer, ECU and housed Generator Set shall be suitably protected from corrosion with a paint system using a finish coat in accordance with MILC- 46148 over a primer system in accordance with MIL-P-53022. Finish color shall be 686 Tan, Color 33446 in accordance with FED-STD-595. This unit shall have E-coated coils with upgraded exhaust, upgraded wire and improved radiator suitable for a salt water spray environment. 3. Workmanship: The workmanship of all items fabricated or assembled shall be in accordance with MIL-STD-454.
