- Description
- The Naval Surface Warfare Center (NSWC) Indian Head Division has a requirement for follow-on (Phase II) engineering support services to provide Business Process Review (BPR) expertise in order to reengineer the Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) life cycle support process including, Spares Planning and Support, Inventory Management, Fleet Returns processes, and other logistics support processes, as specified in individual task orders. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 with Culmen International LLC, 99 Canal Center Plaza Ste 410, Alexandria, Virginia 22314-1559. Culmen designed and built the applicable processes and software and completed Phase I. Phase II will involve implementing the return processes and supporting software of the expiring CAD/PAD mechanisms to Indian Head for rework and will also include the necessary process and software program changes identified during implementation. The NAICS Code is 541614; $7M Dollars. The FSC Code is R499. This requirement is planned as a non-competitive, non-commercial Cost Plus-Fixed Price (FFP) type contract for a period of 12 months with four (4) 12 month options. This notice of intent is NOT a request for competitive proposals. It is the responsibility of interested vendors to monitor Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and/or the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/ for any additional amendments that may be issued. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required.
