- Intent to Sole Source: The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to negotiate a sole-source procurement with Astoria-Pacific International for a Post-Warranty Service Contract on the existing Astoria 2 Analyzers and FASPac II Operating System. The Government intends to award a contract for a base year and three option years. TTB's mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. The Alcohol and Tobacco Tax and Trade Bureau's Lab had previously acquired the Astoria lab equipment, and now has a requirement for post-warranty service. This service is critical to the mission, as there is a need for uninterrupted use and operation of these analyzers and operating system. A sole source to Astoria-Pacific is intended for this order, based on the fact that they are the manufacturer of the equipment and supplier of the parts and service and that there are no authorized resellers for their systems. No other known source has these capabilities. A request for more information will not be considered an affirmative response. No solicitation document is available. If no affirmative written response is received, that clearly demonstrates the ability to meet all the requirements, and that is more advantageous to the Government, we intend to negotiate a sole-source award to Astoria-Pacific.
