- Through this Request for Proposals (RFP), the Government anticipates the award of an Indefinite Delivery Indefinite Quantity (IDIQ) to multiple vendors to support the Value Engineering and Sourcing Support Tool (VESST) in support of the Defense Logistics Agency, Aviation Engineering Directorate. The IDIQ is to procure engineering services for over-priced or hard-to-procure aircraft items. The Source Approval Request (SAR) development will include engineering services may include data development, prototype development, testing, market pricing data, or other related technical services. It should be noted that the result of any individual delivery may be establishment of a government-owned technical data package. This RFP is also for the solicitation and award of the first Delivery Order, which will be awarded to one of the successful prospective IDIQ contract holders. The specific details of the basic IDIQ requirements and the requirements for the first Delivery Order are contained in the attached RFP 9Q0HDLA38001. The due date and time for submittals in response to this RFP are due on November 23, 2010, 3:00 p.m. Hawaii Standard Time. The Point of Contact for this solicitation is Ms. Renee M.
