Description
This is a Request for Information (RFI).The NASA Goddard Space Flight Center(GSFC) Climate Sensors Project is currently seeking vendors to deliver a total andspectral solar irradiance sensor system that is at least at a Technology Readiness Level7 (system prototype has been demonstrated in a space environment) for a joint NOAA/NASAmission to be launched in the late calendar year 2018 timeframe. The baseline total and spectral solar irradiance sensor system performance requirementsare given in the attached document: 'Total Solar Irradiance and Spectral Solar Irradiance Sensor System for a 2018 NOAA/NASAMission'The definition of Technology Readiness Level 7 (TRL-7) is found in NASA NPR 7120.8Appendix J, (NASA Research and Technology Program and Project Management Requirements).A flight qualified total and spectral solar irradiance sensor system is to be deliveredfor spacecraft integration and test in early 2017. This RFI is to solicit specific capability information from industry/aerospace on totaland spectral solar irradiance sensor systems for assessment to ensure that the best andwidest possible set of capabilities is considered for the upcoming NOAA/NASA mission. It is anticipated that NASA GSFC will proceed with a future procurement for the total andspectral solar irradiance sensor system and antcipates award of a development contract. GSFC is seeking capabilities from all potential sources for the purpose of determiningthe appropriate level of competition. This RFI in no way constitutes a commitment offuture funding opportunities from NASA. It is emphasized that this RFI is for planningand information purposes only and is NOT to be construed as a commitment by theGovernment to enter into a contractual agreement, nor will the Government pay for theinformation submitted in response. Respondents will not be notified of the results. Interested organizations are invited to submit to the NASA point of contact listed belowa description of their total and spectral irradiance sensor system technicalcapabilities. This RFI submittal should also describe the organization's experience andpast performance in the areas of total solar irradiance and spectral solar irradiancesystems for space environment applications.As part of its assessment of industry capabilities, the NASA-GSFC may contact respondentsto this Request for Information (RFI), if clarifications or further information isneeded.
