- Attachment 8 - DFAS 7900.4 M-The Blue Book Attachment 7 - Pricing Table Attachment 5 - Product Demonstration Attachment 4 - Past Performance Questionnaire Attachment 3 - Requirements List Attachment 2 - Technical Requirements Attachment 1 - Functional Requirements Solicitation The mission of the Air Force Office of the Civil Engineer (AF/A7C) is to provide, operate, maintain, and protect sustainable installations as weapon systems platforms through engineering and emergency response services across the full mission spectrum. This is a daunting mission for our organization which, in recent years, has seen significant reductions in budget and personnel with no associated reduction in our physical plant profile. Today AF/A7C supports approximately 166 installations worldwide that account for over 700 million square feet of facilities, more than 500 miles of runways, and some 10 million acres of land managed by approximately 66,000 civil engineers, and an annual budget exceeding $14B. The Civil Engineer (CE) organization cannot achieve its mission with its current information management systems. To operate more effectively and efficiently, AF/A7C is seeking to lend greater transparency and accuracy to our decision-making and resource allocation processes. The expected outcome will be more robust, accurate, and transparent information management capabilities to produce the most effective and strategic resource allocation decisions. To manage this transformation, AF/A7C established an Information Technology (IT) Program Management Office (PMO), located in Arlington, Virginia. The IT PMO resides within the AF/A7C Resources Division for IT (AF/A7CRT). This division is led by the AF/A7C Chief Information Officer (CIO) that has overall responsibility for managing the implementation, sustainment, and day-to-day operations for all information management investments across the enterprise. This solicitation presents the requirements to replace legacy software for several existing AF/A7C core capabilities with a commercial off-the-shelf (COTS) IT software solution. After selection of the COTS software solution, an independently selected service provider will partner with the COTS software vendor to implement and maintain the solution in a Defense Information System Agency (DISA) environment.
