- PreSolicitation Notice In accordance with FAR Part 5.207, the Defense Threat Reduction Agency (DTRA) is issuing a Pre-Solicitation Notice for commercial support services. DTRA has a need to acquire access control, locksmith services, electronic security systems support, and janitorial escort support services. Access control support services will be required to staff access control points; process and issue badges to visitors into the facilities; monitor/operate intrusion detection alarm functions and closed circuit television systems; respond to alarms; monitor personnel access; maintain the personnel and visitor access control data bases; process and maintain visit authorization requests and provide administrative support for the access control service; DTRA-sponsored conferences, meetings or seminars. Locksmith services are required to install, repair, and maintain door locks, cipher locks, electromechanical locks, and repair GSA approved security containers. Electronic security systems support is required to maintain, monitor and analyze problems with Electronic Security Systems (ESS) equipment and close circuit television (CCTV) systems. Janitorial escort support is required to escort the Janitorial personnel who must be escorted at all times during their tour of duty. Particular tasks on this contract when awarded shall require support services 24 hours a day, 365 days per year. It is anticipated that there will be an award of one (1) Firm Fixed Price contract for one (1) Base year and four (4) option years. DTRA intends to conduct this Acquisition as an 8(a) Competitive award. The Government will make an award to the responsive, responsible firm, whose proposal is most advantageous to the Government. This is a best value acquisition based on technical, past performance, and cost/price. The Government may or may not award to the lowest priced offeror. A Draft Request for Proposal (RFP) is anticipated to be released on or about November 15, 2010. Potential Offerors shall be responsible for obtaining the RFP and related amendments, if any, from www.fbo.gov after the RFP has been published. Please note that at the time of Proposal submission Offerors shall be: -Registered in the Central Contractor Registry (CCR). You may register via the internet at www.ccr.gov -Certified by the Small Business Administration as an 8(a) Small Business -In possession of a Top Secret facility clearance, approved by the Defense Security Service -Capable of obtaining personnel with Secret and Top Secret Clearance as required or already hold security clearances granted by the Defense Industrial Security Clearance Office (DISCO)
