Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to PERCIVAL SCIENTIFIC, INC, 505 Research Drive, Perry, Iowa 50220. This procurement is being conducted under Simplified Acquisition Procedures (SAP) -- only one responsible source and no other supplies or services will satisfy agency requirements. Percival is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for the Incubator Model. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 DST on 3 Nov 2010. Contracting Office POC: Christopher.M.Barnett@usace.army.mil. 1. The Environmental Labhas an urgent need for a specialized chamber able to stimulate natural dew formation on plants. The ability form dew on the leaves of plants is essential to test inoculation rates and impact of various plant pathogens. This can only be accomplished by having the radiate energy of the plants transfer to specialized plates within the chamber allowing the plant to remain below the dewpoint. 2. The following is a list of requirements: a) Woodless construction b) Controllable lighting source c) Temperature range for dew formation of/from 10 C to 32 C d) Walls covered with stainless steel cooling plates to absorb radiated heat from plants e) Caster assembly and adjustable leveling legs to compensate for floor uneveness in the lab f) Top-mounted refrigeration system allows easy access for maintenance g) Excess heat is rejected and is dissapated into room without having any effect on inside temperature of cabinet h) Maximum light intensity of 505 umoles/m2/s of light irradiance
