Description
Solicitation Number: FA8651-11-R-0379 Optimized Array for Space-Background Infrared Simulation (OASIS) 512 Notice Type: Presolicitation Notice Synopsis: The Air Force Research Laboratory, Munitions Contracting Division, intends to solicit and award a sole source contract under the authority of FAR 6.302-1 to Santa Barbara Infrared (SBIR) Inc., 30 S. Calle Ceasar Chavez, Santa Barbara, CA to perform follow-on efforts for integrating residual OASIS 512 emitter arrays into 512-by-512 element cryogenic infrared emitter array modules. The effort includes upgrades to the original OASIS 512 design, integration and packaging of the modules, functional testing and delivery of five OASIS 512 packaged modules. Due to their exclusive license of this technology for emitter array applications, the only known responsible source that can satisfy this requirement is SBIR. Additionally, residual emitter wafers from a previous contract effort with SBIR have been stored in a specialized environment and are to be used in the performance of this effort. Taking the wafers out of that environment to use as Government Furnished Property to another contractor would damage the wafers so they would no longer be useable. The anticipated award date is 30 Nov 2010 and the contract performance period is anticipated to be 12 months. FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received 15 calendar days after the date of this posting. AFFARS 5352.201-9101 is applicable to this procurement.
