Attachment 1 Draft SOO This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA, hereafter FEMA) is issuing this RFI in an effort to conduct market research for a systematic solution to strengthen controls for prevention of improper payments as a result of fraud, waste, and abuse in government financial and other forms of assistance programs. Document Type : Request For Information Functional Category: Tier Level: Track: Unrestricted PURPOSE OF REQUEST FOR INFORMATION This request is intended to obtain industry solutions including price, delivery, and other market information for technical capabilities to address the Statement of Objectives (SOO) for FEMA planning purposes only. Responses to this RFI are not offers and cannot be accepted by the Government to form binding contracts. DESCRIPTION OF INFORMATION REQUESTED The Draft SOO provides information regarding FEMA's potential requirements for a solution to prevent fraud, waste, and abuse associated with financial and other forms of assistance administered under the Individuals and Households Program. To minimize the effort of potential respondents and to provide a structured response for the ease of analysis by the Government, FEMA has provided a template (See Attachment 1) that respondents are required to follow in the preparation of their responses. Responses must be limited to 50 pages all-inclusive (e.g., charts, tables, appendices, etc.). DISCLAIMER This RFI is issued solely for information gathering and planning purposes by FEMA. This RFI does not constitute a Request for Proposal. In accordance with FAR 15.201(e), responses to this RFI are not proposals and cannot be accepted by the Government to form binding contracts. Furthermore, FEMA will not reimburse any costs associated with this request. Respondents are solely responsible for all expenses associated with responding to this RFI. All proprietary information sent in response to this RFI should be marked as such. Responses to this RFI will not be returned to the respondents. Respondents will not be notified as to the result of any review of the responses. HOW TO RESPOND Responses to this RFI shall be in Adobe Acrobat (PDF) or Microsoft Word format. Responses must follow the structure as outlined in Attachment 1. Please send one response per company via e-mail no later than Wednesday, Friday December 3 rd 2010, by 4:00 P.M. ET to Contract Specialist - Edna McKellery at Edna.McKellery@dhs.gov. Respondents may not solicit further information via email in preparing their responses to this RFI. No telephonic discussions will be held. FEMA may request a presentation of the RFI response to FEMA personnel. These presentations are not required, and any information provided during these presentations including a session for questions and answers will be used strictly for planning and market research. Respondents wishing to take advantage of this opportunity to present in person must clearly indicate their desires in their RFI responses. Further scheduling and coordination of these presentations may be conducted after the RFI deadline date.
