AMENDMENT 0003 The following pertains to this Amendment: AMENDMENT 0002 clarification: FedBizOpps converted all quotation marks to symbols (à ‚¬Å“ and à ‚¬). Delete these symbols and replace with quotation marks. QUESTIONS AND ANSWERS Q1. Criteria 1 states to demonstrate specialized experience, of the firm and/or proposed consultants, which was substantially completed in the period between October 2005 and September 2010. Could you please define Substantially Complete? A1. Technical work mostly completed. Q2. Criteria 1 states to demonstrate specialized experience of the firm and/or proposed consultants, which was substantially completed in the period between October 2005 and September 2010. Does this statement mean that a project can be started before 2005 but substantially completed between the period between October 2005 and September 2010? A2. Yes. Q3. Criteria 1 states to demonstrate specialized experience of the firm and/or proposed consultants, which was substantially completed in the period between October 2005 and September 2010. Can we use an ongoing IDIQ contract which will not expire till after September 2010, but demonstrate projects within that contract which were substantially completed between October 2005 and September 2010? A3. Yes. Q4. Criteria 2- Professional Qualifications (SF330, Section E & F). Section E is the resumes section, section F is the project section, and section H is additional information. Typically the professional qualifications are addressed in Section E and H. Should this section say Criteria 2- Professional Qualifications (SF330, Section E & H) and not F? A4. No, Criteria 2 will be evaluated in Sections E and F. However, additional information in support of the evaluation criteria may be included in Section H. Q5. Criteria 2 states that resumes for key personnel are limited to one page each and should cite project specific experience and role in this contract. Is NAVFAC requiring what the role for this Navy Clean Contract would be or the role for the specific experience that is being stated? A5. Item 13 in Section E of the SF 330, Role in this Contract, is the role for this Navy Clean Contract. Item 19, Relevant Projects, is where the role for the specific experience that is being stated should be discussed. Q6. Submission Requirements states that two 11 x 17 inch foldout sheets may be substituted for 8.5 x 11 sheets. Do the 11X17 inch foldout sheets count as one page or two pages? A6. One page. Q7. Submission Requirements states that the document should be in a Microsoft file (.doc or.xls format). Is a.docx format acceptable? A7. Yes.
