This solicitation/acquisition is a 100% 8(a) Small Business concern Set-Aside. The 8(a) owned firm for this acquisition shall be certified and be in good standing as an 8(a) with the Small Business Administration. Certification documents shall be required when submitting offers. The North American Industry Classification System (NAICS) code is 561612. The Contractor will provide armed Agency Protection Security Officers (APSO) trained to the FPS A-9 level. The Contractor must maintain a secure environment in which visitors and employees can conduct the business of DOT with confidence. DOT considers the working title of APSO as equivalent to the Department of Labor (DOL) labor category Guard II. The Occupational Safety and Health Administration (OSHA) considers APSOs as first responders (awareness level). The contractor shall provide all management, supervision, manpower, material, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and ensure effective performance of all services described herein. The contractor shall provide these security services in accordance with the requirements of this contract at: U.S. Department of Transportation (DOT) Headquarters, 1200 New Jersey Avenue, S.E., Washington, DC 20590-0001, Federal Aviation Administration (FAA), Orville Wright Building, 800 Independence Avenue, S.W., Washington, D.C. 20590 and Federal Aviation Administration (FAA) Wilbur Wright Building, 600 Independence Avenue, S.W., Washington, D.C. 20590.
