- Description
- The Consumer Product Safety Commission (CPSC) intends to award a sole source contract to X-ray Optical Systems, Inc., 15 Tech Valley Drive, East Greenbush, NY 12061, to provide A Laboratory Energy Dispersive X-Ray Fluorescence Spectrometer using Multiple Monochromatic Excitation Beams. The system is capable of quantifying and detecting Pb, Sb, As, Ba, Cd, Cr, Hg, Se, Br, Cl in paint layers in both mass fraction and mass area units. The system must also be capable of quantifying same elements in the substrate in mass fraction units. The system must be able to detect < 50 parts per million Pb on 20 micron thick paint layer. The system must be capable of quantifying and detecting Pb, Sb, As, Ba, Cd, Cr, Hg, Se, Br, Cl in metal, plastic, rubber, textiles. The system must be capable of analyzing a 1 millimeter diameter spot size. The Government believes that only X-ray Optical Systems, Inc. is capable of supplying this product. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive quotes however; any firm that believes it can supply these products may give written notification to the Contract Specialist via email at aahmad@cpsc.gov, by 10 AM EST on November 5, 2010. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed email address, Attn: Eddie Ahmad, Contract Specialist. NO TELEPHONE REQUESTS. Responses received will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to X-ray Optical Systems, Inc.
