Request for Information for the Tactical Digital Intercom System (TDIS) Replacement SOLICITATION NUMBER: N68335-11-R-0029 GENERAL INFORMATION: Document Type: Request for Information Solicitation Number: N68335-11-R-0029 Contracting Office Address: Department of the Navy, Naval Air Systems Command Naval Air Warfare Center Aircraft Division- Lakehurst Contracts Navy Department Hwy. 547 Attn: B120 Lakehurst, NJ, 08733-5083 REQUEST FOR INFORMATION: BACKGROUND: The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements (SCR) Division, in support of the National Guard Bureau, is surveying the commercial vendor community for all interested parties, and is soliciting information and comments from industry and other interested parties. The purpose of this RFI is to replace the existing Tactical Digital Intercom System (TDIS) with an IP based solution. The TDIS is a data communication, tactical network connectivity, and management system that provides voice and data connectivity among vehicle crew members and integrates the vehicle communication systems. PURPOSE: The goal of this RFI is to explore the technical aspects of the components of this requirement. We are seeking industry input to assist in identifying features that meet the general requirements described below. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. REQUIREMENTS: - The system shall consist of Audio Interface Devices and Remote Terminals. - Audio Interface Devices shall have the ability to support Remote Terminals and Devices with a minimum of 8 Remote Terminals. - Audio Interface Device(s) must have the capability to interface to a minimum of 12 Audio Devices per system. - Audio Interface Device support shall include but not be limited to LMR Radios, both handheld and mobile, PSTN Telephones and IP Telephones. - Remote Terminal Requirements: - Remote Terminals shall have the ability to interface with at least 12 Audio Devices via one or multiple Audio Interface Devices that may be located on a LAN (local) or WAN (remote) connection. - General Requirements: - Communication between Audio Interface Devices and Remote Terminals shall be IP based. - The system shall have the ability to display full system status remotely and locally. - The system shall have the ability to be administered remotely and locally. - The system shall have the ability to be controlled remotely and locally. - System administration shall be protected by a user logon and password. - Remote Terminals by default shall have only user privileges. - The user interface shall be intuitive and easy to use. TECHNICAL DISCUSSION: Please respond with following: - Provide system architecture. - Provide system capabilities. - Provide Administrator capabilities and method achieved. - Provide User capabilities and method achieved. - Provide Make, Model and Type of audio devices supported. - Provide Number of concurrent radio networks supported and procedure for modifying those networks. - Provide all applicable Federal standards, policies and regulations met. - If communication between Hub and Remote Terminal is other than IP what protocol is used; is it proprietary or standards based? - Provide Audio Record capabilities and method achieved. INFORMATION REQUESTED Interested vendors are requested to provide the following items (where applicable): - Company description - Company capabilities and experience with fulfilling the objectives outlined in this RFI. - Provide any additional information that will assist in understanding your responses to the RFI. CONCLUSION In response to this RFI, respondents shall submit written responses, not-to-exceed twenty (20) pages in length, preferably via electronic mail. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. While the Government intends to use this information for future acquisition planning purposes, it will not release any information about your approach that might in any way compromise your competitive posture or proprietary information. Nor, will the Government use any information provided to level your approach relative to another competitor. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP/RFQ that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release. Please submit your response to the RFI (not to exceed 20 pages) via email no later than 4:00PM E.S.T.
