- Sources Sought Out Of School and At-Risk Children and Youth This is a Sources Sought notice. This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify potential sources. The United States Agency for International Development (USAID) is performing this market survey to determine if there are an adequate number of organizations interested in and capable of implementing and managing a multi-faceted project aimed at improving the plight of vulnerable children and youth with respect to their health, education, and economic opportunities. USAID proposes to engage multiple stakeholders, including government, civil society and private sector partners to develop systems that support, prepare and engage youth to be healthy and productive citizens.. The target population for the program will be youth ages 10-17 and special attention will be given to children ages 0-9..
