- The Architect of the Capitol (AOC) anticipates issuing a Request For Proposal (RFP) for professional Architectural/Engineering (A/E) Services to support the U.S. Capitol Power Plant’s (CPP) Refrigeration Plant Revitalization program. This is an unrestricted procurement (that is, full and open competition). This program will seek to consolidate and upgrade the elements for chilled water, electrical power, and plant infrastructure, into one comprehensive refrigeration plant revitalization phased, multi-year construction program. The primary requirement will be to prepare bid-ready, full construction documents for the four (4) -phased construction program. The Program of Requirements (POR) for all 4 phases has been developed and will be provided by the AOC with the solicitation documents. The comprehensive scope of A/E services includes development of design and construction documents, construction administration, and commissioning. These services will support a comprehensive infrastructure upgrade and modernization of the CPP Refrigeration Plant Revitalization and its systems which fully comply with all applicable codes, standards and guidelines; enhancing safety and security; increasing adaptability and flexibility; integrating technology and reducing energy use. AOC anticipates awarding a Firm-Fixed Price A/E services contract for an 8 year term based on a proposal that provides the best value to the Government. The awarded contract will include the development of Phase 1 Design and Construction Documents (Base Bid), Phase 1 Commissioning (Bid Option 1), Phase 2 Design and Construction Documents (Bid Option 4), and Phase 2 Commissioning (Bid Option 5). The period of performance for base services is 30 weeks from contract award. Additional options may be exercised at the discretion of the Government and are subject to the availability of funds. Additional funding for design of Phases 3 and 4 will be requested by the AOC in FY12 and FY13. It is anticipated construction would take place from FY12 to FY18. The AOC is a legislative branch entity and as such is NOT subject to the Brooks A/E Act as implemented in Federal Acquisition Regulations (FAR) Part 36.6. The AOC will use the Best-Value Trade-Off process. This RFP, and any subsequent amendments, will be issued in electronic format only and will be available on or about November 15, 2010 (REVISED) on Federal Business Opportunities (www.fbo.gov).
