- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for three (3) VXS STATICCROSSBAR SWITCHES. The supplied unit(s) SHALL abide by the following constraints: Comply to ANSI/VITA 41.0-2006 (VXS) Connect 7 payload cards with dual 4x links Switch card to handle a standard 8-Slot Single-Star Configuration with 7 VXS PayloadSlots Reconfiguration: Support routing configuration of the switch fabric over a Ethernet network interface Vendor supplied interface via software or API Support for Linux Eight (8) front panel I/O connections that can be used in a fashion similar to 2 4xlinks. Ethernet connection for reconfiguration Support of data rates up to 3.125Gbps (transceiver dependent) Allow mixed data rate streams Support Serial RapidIO and Aurora over the backplane Provide documentation that provide full detail on board components including device interfaces,data flow, architecture, control and configuration, electrical connectors,jumpers, switches, LEDs, and pin outs. CTS Data Link Statement of Work: The Data Link subsystem is responsible for performing high rate data communication tasks(max rates of 1.2 Gbit/sec sustained). The system is responsible for both framing,de-framing,encoding, decoding,and other minor tasks needed to lock to the data stream. It must accept data from an external source (our design is calling for 10 Gbit Ethernetover SFP+ or XFP) and process it as described via internal FPGA processing. It will thenpass the data over the backplane via a VXS switch card to be processed by a modem unitwhich houses the components needed to covert between analogue and digital signals. The provisions and clauses in the RFQ are those in effect through FAC _2005_-45.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334419 and500 employees, respectively. The offeror shall state in their offer their size status forthis procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to 21000 Brookpark Road, Cleveland, OH is required within 16 weeks ARO. Deliveryshall be FOB Destination.Offers for the items(s) described above are due by November 15, 2010 to NASA GlennResearch Center, Attn:Linda S. Alden, 21000 Brookpark Road, M.S. 60-1, Cleveland, OH44135 or linda.s.alden@nasa.gov and must include solicitation number, FOB destination tothis Center, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors areencouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end products offered are other than domestic end products as defined in the clauseentitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list thecountry of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
