Description
The Naval Air Systems Command (NAVAIR) intends to award a contract to Rolls-Royce Corporation, IN for both MV-22 and CV-22 AE1107C Production and Spare Engines. The proposed contract will consist of a base plus four options and will require delivery of the first fully V-22 qualified engine by 2013 and the final deliveries in 2018. The following are the estimated quantities by FY (or other such quantities as may be authorized and appropriated by Congress): FY12 70, FY13 56, FY14 54, FY15 48, and FY16 48. This will buy out the current program of record for CV-22 production Engines. These requirements will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rolls-Royce is the sole developer, designer, manufacturer of the V-22 AE1107C Engine. As such, Rolls-Royce is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement for the purpose of determining whether to intiate a competitive procurement. All responses received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
