THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. THE VA IS NOT SEEKING PRICING OR OFFERORS OF ANY KIND. Not responding to this sources sought does not preclude participation in any future and potential solicitation or Request for Proposal. It is the intent of the VISN 7 VAMC to use this for market research purposes only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov) The Department of Veteran Affairs Facilities within the Veterans Intergrated Service Network (VISN 7) is performing market research to determine if there are a sufficient number of qualified Service Disabled Veteran Owned Business (SDVOB) and Veteran Owned Small Business (VOSB) vendors to provide Industrial Laundry Service. The NAICS code is 812332 with a size standard of $35 million dollars (Please note: NAICS code 812332 has been increased from $14 million to $35 million). This means that businesses furnishing the services described below, with average annual revenue under $35 million dollars are considered small businesses. You must have proper business size; Contractors must be registered in the Central Contractor Registration (CCR), accessed via the internet at http://www.ccr.gov. All information proved will become property of the Department of Veterans Affairs and will not be returned. The work requires: Contractor shall furnish the physical laundry plant (at an off-site location), all labor, equipment, supervision, management, support, supplies, communized linen and textile items (Attachment 1), bulk delivery, transportation, ancillary equipment, vehicles, and facilities necessary to perform Contractor Owned/Contractor Operated bulk laundry/linen services and tasks required to process estimated laundry to be processed annually is approximately 5.4 million pounds, for the Department of Veterans Affairs, VISN 7, which includes the following locations: 1.Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033 2.Augusta VA Medical Center (Uptown Division), 1 Freedom Way, Augusta, GA 30904, Augusta VA Medical Center (Downtown Division), 800 Balie Street, Augusta, GA 30904 and two Augusta-Community Based Outpatient Clinics (CBOC) located in Athens, GA and Aiken, SC., requiring once a month delivery and pickup 3.Carl Vinson VA Medical Center, 1826 Veterans Boulevard, Dublin, GA 24376 4.Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401 5.W.J.B. Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 The contract operational requirements include but are not limited to the provision of the following: All facilities, labor, supplies, equipment, supervision, management, supplies, commercial linen and textile items, and transportation for Contractor Owned/Contractor Operated Laundry Services Services are required Monday-Friday excluding federal holidays except as awarded Services include pick-up and delivery of laundry items (Laundry facility should be located within proximity of VISN 7 locations to provide for economical delivery service) Services must be performed in accordance with standard industrial practices and quality control measures Must provide on-site customer service and inventory support All Laundry Plant Managers must be certified by NALIM or be a graduate of an independently controlled management and training program emphasis on Institutional Laundry Services All Laundry Services shall be in accordance with practices established by the Association for Linen Management (ALM) (formerly National Association of Linen Management NALM), Dry-cleaning & Laundry Institute International (DLI) (formerly International Fabricare Institute), Textile Rental Services Associations (TRSA) and accept industry standards. It is intended that services shall include all processes necessary for the laundering of the articles even though every step involved is not specifically mentioned. All laundry facilities must meet Joint Commission (formerly the Joint Commission on Accreditation of Healthcare Organizations) guidelines for healthcare laundry services and industry healthcare standards and will be subject to VA inspections. Laundry facilities must meet all applicable OSHA standards. The Contractor shall have experience in providing hospital laundry/linen services. The firm must have gained this experience as a result of being primarily engaged in business of providing laundry/linen services in healthcare/patient care environments (e.g. inpatient, and outpatient medical treatment facilities); for a minimum of three consecutive years of specialized experience in this capacity. Services are required Monday through Friday excluding Federal holidays except as awarded. VISN 7 Medical Centers are required to provide 24-hour support operations essential to patient care and Contractor services turn-around shall be performed accordingly to support VAMC(s) operations. All services shall be provided FOB at VAMC(s) location identified. The Contractor shall provide a written report of all soiled linen processed and all clean linen delivered, showing cart number and weight. The information must be recorded on a daily basis and delivered at the end of the current workweek. The report of clean linen delivered must show date, the name of the item, amount of pieces delivered, cart number/weight and where they were delivered. The VAMC will verify the deliveries daily and discuss any discrepancies with the contractor. The Contractor shall disinfect carts after removing soiled linen from them and before placing clean linen in them, with a Tuberculocidal Germicide. Carts containing clean linen being returned shall be covered with clean plastic covers to protect them against contamination while in transit between the laundry plan and the Medical Center. Laundry bags or liners used to transport soiled laundry must be laundered after use. The contractor shall secure all materials and supplies that comply with Local, State and Federal environmental laws. The contractor shall provide all required vehicle fuels, lubricants and repairs necessary to perform services under this contract. All vehicles to be used under this contract must be maintained in a safe and serviceable condition during duration of this contract. In addition, the vehicles must be kept clean (exterior and interior) with no unsightly residue of dirt, mud, trash, and other debris. Vehicles efficiency is solely the responsibilities due to vehicle breakdown or failure of vehicles to operate. All operators must have current licensing and permits. Contractor shall maintain bulk delivery linen carts in good repair for employee safety/ergonomics. Replacement or additional cart requirements shall be the responsibility of the contractor. All carts shall be numbered and have empty weight indicated on both ends. The contractor shall furnish other items such as, orientation and training, medical exams, procedures manual, quality control program, required data. The contractor shall accept for processing all soiled linens, uniforms, patients clothing, mops, etc. After processing all items are to be finished and delivered to the VISN 7 Medical Centers in accordance with the terms outlined. Inventory listing by Medical Center (Attachment 2) to include flatwork items that must be conditioned ironed and folded: Apron, cook, Pillowcases, regular, Pillowcases, surgical, Sheets, poly/cotton, bed, Tablecloth, Towel, Kitchen, Towels, Wrappers, surgical and misc surgical linen, Surgical Scrubs, Tops and Bottoms. Items that must be finished and placed on hangers: Patient personal clothing (shirts/pants), Shirt, Uniform, Trouser, Uniform, Smock, knee length long coats, Coveralls, Coat, short, Pantsuit, top, Pantsuit, bottom, Scrubs used as a uniform, Dress, Top, and Bottom. Items that must be tumbled dried and folded: Bathrobe, Blankets, bath, Blankets, bedspread, Cover, mattress, Curtains, shower, Curtains, cubicle, Gown, operating, Gown, patient, Gown isolation, Pads absorbent, Pads mattress, Pajamas, Coat, Trousers, Towel, bath. Items that must be cleaned dried and returned in bulk: Mops, wet, Mop, and dust. Items that must be dried and placed in laundry bags: Linen bags, Cloth, wash and Rags. Items that must be finished folded, identified by patient name/number, if any, and put in protective packaging: Patient personal clothing. Estimated Quantities: Historical data is provided (Attachment 2). It is impossible to determine exact quantities that will be required during the contract term. Each offer whose offer is accepted wholly or in part will be required to provide all services that may be ordered during the contract term. The fact that all quantities are not ordered shall not constituted a price adjustment under any resulting contract. Potential vendors should provide; at a minimum, company name, address, phone number, fax number, email address, point of contact and type of business (large, small, Service Disabled Veteran Owned Business or Veteran Owned Business). All interested parties must respond with short synopsis of their capabilities in writing, along with company name, address and telephone number this office, preferably by e-mail by COB December 15, 2010.
