The following devices, and the associated requirements, are contemplated for inclusion in the solicitation: TV AMPLIFICATION SYSTEMS Adjustable volume/gain, AC transmitter, at least 110 dB SPL output, hearing aid or direct audio input compatible, rechargeable battery for receiver, compatible with all TV types to include: LCD, plasma, digital and analog, 1 year warranty, operation instructions, installation guide MILD GAIN (UP TO 35 dB GAIN) AMPLIFIED TELEPHONES Adjustable output (frequency/tone) for ringer, adjustable volume/gain, hearing aid compatible, battery back-up for AC powered phones, 1 year warranty, operation instructions, installation guide. The device must include a minimum of two of the following: user volume reset, multiple signalers, noise reduction strategy, feedback suppression, specialty buttons and/or built in external speaker or speaker compatibility. MODERATE GAIN (UP TO 36-45 dB GAIN) AMPLIFIED TELEPHONES Adjustable output (frequency/tone) for ringer, adjustable volume/gain, hearing aid compatible, battery back-up for AC powered phones, 1 year warranty, operation instructions, installation guide. The device must include a minimum of two of the following: user volume reset, multiple signalers, noise reduction strategy, feedback suppression, specialty buttons and/or built in external speaker or speaker compatibility. POWER GAIN TELEPHONES (45+ dB GAIN) Adjustable output (frequency/tone) for ringer, adjustable volume/gain, hearing aid compatible, battery back-up for AC powered phones, 1 year warranty, operation instructions, installation guide. The device must include a minimum of two of the following: user volume reset, multiple signalers, noise reduction strategy, feedback suppression, specialty buttons and/or built in external speaker or speaker compatibility. PERSONAL AMPLIFIERS Portable, minimum output 105 dB SPL, minimum gain 20 dB, distortion <2%, volume control, input/output connectors, battery operated (if only runs on rechargeable batteries, charger must be included), must include headphones, 1 year warranty, operation instructions FM SYSTEMS WITHOUT ENVIRONMENTAL MICROPHONES Portable, wireless, operating RF 72-76 MHz (wideband), 216-217 MHz (narrowband), FCC minimum frequency range 50-160 kHz, minimum transition range: 100 ft, input/output connectors for the transmitter, distortion.2%, minimum output 105 dB SPL, minimum gain 20 dB, volume control on receiver, battery operated (if only runs on rechargeable batteries charger must be included), must include headphones, 1 year warranty, operation instructions. FM system must be standalone but may be compatible with hearing aids. Compatibility must be universal and not proprietary to one name brand. SMOKE DETECTORS Meets UL 1972 standards, meets the National Fire Protection Agency (NFPA) 72G requirement 2010 edition, minimum output 85 dB, standalone, contains at least two of the following alerting mechanisms; flashing light, amplified alarm, and/or vibrotactile signal; device can be battery powered or if AC powered device must plug into standard home wall outlet, 1 year warranty, operation instructions, installation guide SMOKE DETECTOR SYSTEM Meets UL 1972 standards, meets the National Fire Protection Agency (NFPA) 72G requirement 2010 edition, minimum output 85 dB, compatible with other assistive/alerting systems to include bedside fire alarm with vibrator, alarm clock, baby cry monitor, doorbell alarm, carbon monoxide detector, telephone ring alert, contains at least two of the following alerting mechanisms; flashing light, amplified alarm, and/or vibrotactile signal; device can be battery powered or if AC powered device must plug into standard home wall outlet, 1 year warranty, operation instructions, installation guide DOORBELL ALARMS Meets UL 1972 standards, wireless transmitter to receiver, compatible with other assistive/alerting systems or standalone, contains at least one of the following alerting mechanisms; flashing light, amplified alarm, and/or vibrotactile signal; device can be battery powered 1 year warranty, operation instructions, installation guide ALARM CLOCKS Adjustable volume/tone, AC power with battery back-up, compatible with other assistive/alerting systems or standalone, contains at least one of the following alerting mechanisms; flashing light, amplified alarm, and/or vibrotactile accessory; 1 year warranty, operation instructions, installation guide TELEYPE/TELETEXT DEVICES 20-character display, rechargeable battery, printer port for external printer, 1 year warranty, memory to save and/or print, operation instructions, installation guide CARBON MONOXIDE DETECTORS Minimum output 85 dB alerting signal, standalone, device can be battery powered or if AC powered device must plug into standard home wall outlet, 1 year warranty, operation instructions, installation guide MILD TO MODERATE GAIN (UP TO 40 dB) AMPLIFIED CORDLESS TELEPHONES Adjustable output (frequency/tone) for ringer, adjustable volume/gain, hearing aid compatible, battery back-up for AC powered phones, 1 year warranty, operation instructions, installation guide. The device must include a minimum of two of the following: user volume reset, multiple signalers, noise reduction strategy, feedback suppression, specialty buttons and/or built in external speaker or speaker compatibility. POWER GAIN (40+ dB) AMPLIFIED CORDLESS TELEPHONES Adjustable output (frequency/tone) for ringer, adjustable volume/gain, hearing aid compatible, battery back-up for AC powered phones, 1 year warranty, operation instructions, installation guide. The device must include a minimum of two of the following: user volume reset, multiple signalers, noise reduction strategy, feedback suppression, specialty buttons and/or built in external speaker or speaker compatibility. Changes to the above devices and requirements may be made between now and the release of the official solicitation document. Offerors are cautioned that should changes to the devices and requirements occur, the solicitation document takes precedence. This solicitation will be subject to Trade Agreement Act requirements. This solicitation contemplates use of a cascading acquisition method to determine whether award can be made to certain categories of small business offerors. This solicitation may result in one or more firm-fixed price, indefinite delivery, indefinite quantity contract(s) for the period of April 1, 2011 through March 31, 2012, with four (4) one-year options to be exercised at DALC discretion.
