- The Air Education and Training Command (AETC), Contracting Squadron, LGCI is seeking sources for Comprehensive Engine Trending and Diagnostic System Training (CETADS) User Training Course in support of Foreign Military Sales (FMS) acquisition program located at Randolph AFB, TX. The REQUEST FOR INFORMATION (RFI)/Sources Sought Notice is being issued for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOps sources sought notice is strictly for market research. Acknowledgment of receipt of response will not be made, nor will respondents be notified of Government's evaluation of the information received. Contact with Government Personnel other than those specified in this RFI by potential offerors or their employees regarding this project is prohibited. As a result of this RFI, the Government may issue a RFP; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the RFI (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). All respondents are requested to identify their firm's size and type of business (e.g. large business, small business, service disabled, HUB zone, 8(a), etc.), customer base i.e. commercial/Government, interest in being prime or sub contractor and years of experience. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. The North American Industry Classification System (NAICS) code is 611420, size standard $7.0M. The source should be capable of providing CETADS user level training and instruction as well as a forum to discuss user identified technical issues. Training will be performed in two OCONUS locations every six months for two consecutive years. The course will be one week in duration (5 working days/40 hours) for approximately 8 Engine Management Personnel at each location to include: a. The class should make extensive use of simulations to duplicate real world operation of the system. b. Each training session should utilize sample data that duplicates data CETADS users will encounter including engine download and engine history files to allow users to practice their skills in the system database. c. The training provider shall be available on-site to answer questions while users interact with their live system. The training instructor will also provide any additional necessary items such as training manuals, workbooks, worksheets, and performance evaluations to ensure successful completion of the training course. d. The following subject areas should be included in the CETADS training Course 1. CETADS Software installation in Host and Work Center Configurations 2. Complete CETADS system functionality including but not limited to: a) User Management (Modifying, add, delete) b) Engine data file downloading and processing procedures c) Configuring engine database identifiers d) Analyzing engine performance data in graphical and tabular formats e) Sending, receiving and reconciling data between host and work centers f) Producing reports for maintenance and operations schedules g) System back-up and restore functions h) Input constants and limits required by Technical Order operating guidelines i) Engine History Report fine creation All classroom facilities and computer equipment shall be provided by the Government. There shall be one workstation computer available per two students. It is the responsibility of the instructor to configure the classroom and equipment the day prior to class starting. Respondents should be aware that it will be the responsibility for each offeror to submit their 3-5 page capabilities statement, communicating their ability to meet the above mentioned requirements. The purpose of this notice is to identify capable, interested vendors.
