Description
The purpose of this synopsis is to notify potential offerors of the U.S Environmental Protection Agency (EPA), Office of Acquisition Management?s (OAM) intent to award a competitive contract to provide viable sources to maintain, modify and upgrade the existing and new infrared line scanner systems used by the Airborne Spectral Photometry of Environmental Contaminants Technology (ASPECT) program. The ASPECT program is a unique sensor platform currently fielded to support emergency response missions and Nationally Significant Security Event (NSSE) activities. These services will primarily be provided within the continental United States. It is the Government?s intent to award a Fixed-Rate Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation. The anticipated ordering period includes a twelve (12) month Base Period, and four (4) one (1) year option periods with a maximum potential ordering period totaling five (5) years. The total estimated level of effort for this requirement in professional labor hours for five (5) years is 10,700 LOE hours. The NACIS code for this acquisition is 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $3.58 million. This is not a request for submission of proposals. The Request for Proposal (RFP) for this procurement is anticipated to be released on or about December 16, 2010 with an anticipated award in March 2011. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 ? Contracting by Negotiation. Contract award will be made using a best value approach, with technical capability being a greater importance than cost or price.
