RFI-AFMESA-Advance-Med-Device THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1. SUBJECT: The Air Force Medical Evaluation Support Activity (AFMESA) is conducting market research for an advanced diagnostics for infectious pathogens device capable of detecting infectious pathogens and is suitable for being deployed globally. This device will be used in a wide range of circumstances including war, humanitarian assistance and disaster relief as a tool in the prevention, diagnosis, treatment, and surveillance to protect U.S. Forces against potential infectious disease threats. Responses to this request for information (RFI) are due by 4 PM (1600) Eastern Standard Time (EST) 30 days from the date of posting. 2. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked as "proprietary" will be handled accordingly. Information provided as a response to the RFI will not be returned. AFMESA will not entertain any questions concerning the composition, requirements, or the nature of services to be performed under any future request for proposal (RFP). 3. BACKGROUND: The Air Force Medical Support Agency, Requirements Division (AFMSA/SG5R has identified a need for an advanced diagnostics device with the capabilities to rapidly detect, characterize and identify infectious pathogens of interest for use in global environments during war, humanitarian assistance, and disaster relief missions undertaken by U.S. military forces. 4. REQUIREMENTS: The advanced diagnostics device sought must be lightweight and man-portable allowing medical personnel to initially evaluate for the presence of pathogens/toxins of interest from clinical, food, and environmental samples. In addition, the advanced diagnostics device must have the capability to rapidly detect, characterized, and identify infectious pathogens and allow for the addition of emerging pathogens as those tests become available. Requirements are categorized as: key performance parameters (KPP) and key system attributes (KSA). The KPPs are mandatory requirements while the KSAs are other specification/characteristic requirements. Responses to this RFI should address the requirements identified, particularly those outlined in 4A and 4B attached. Responses must be received by this office on or before 4 PM (1600) Eastern Standard Time (EST) 30 days from the date of posting.
