Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source follow-on production contract to the Bell-Boeing Joint Project Office for the production years FY13 through FY 17 (Lots 17 through 21) CV/MV-22 Aircraft. It is anticipated that this contract will be a five-year, fixed price type multiyear contract or multiple single year(s) if congressional multi-year contracting authority is not obtained. This procurement is for the manufacture of 122 aircraft (115 MV and 7 CV; or other quantities as may be authorized and appropriated by Congress and/or for Foreign Military Sales) and related production support, to include special tooling and test equipment, systems engineering, production management, parts obsolescence, engineering change proposals and technical, administrative and financial data. The Government plans to issue an Advance Acquisition Contract (AAC) for long lead material and associated efforts supporting this procurement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer and manufacturer of the V-22 Aircraft, Bell-Boeing is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform this follow-on production of the V-22 aircraft for the MV-22 and CV-22 variants. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
