- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA118-11-RQ-0066 and is issued as a request for quote. Quotes are due to be in receipt by this office not later than 12/09/10 at 3:00 PM EST. This action is being solicited on a Sole Source basis under authority 41 U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, Authorized or Required by Statute . The intended source is the National Institute of Building Sciences (NIBS), 1090 Vermont Avenue NW, Suite 700, Washington, DC 20005, as they are the only authorized reseller of the DrChecks software application. This application is licensed to NIBS by The US Army Corps of Engineers Construction Engineering Research Laboratory (CERL); however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is the contractor s responsibility to be familiar with the applicable clauses and provisions. The Department of Veterans Affairs (VA) Office of Enterprise Development (OED) requires a subscription for maintenance and support of the DrChecks application. DrChecks supports the process of design review following the submittal of design components. It enables the systematic collection of comments by all members of the team of stakeholders in the facility (tenants, managers, owners, managers, etc.). It supports the automatic collation of the comments so that designers and the professional support teams that they employ they can address the issues in a systematic fashion. The proposed action is on a firm fixed price basis for the renewal of a DrChecks subscription, which includes licensing for four (4) locations and maintenance for up to 20 projects per license. The period of performance will be from date of award through 12 months with four 12-month option periods to be exercised at the Government s discretion.
