Description
This is a COMBINED SYNOPSIS /SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation VA-260-11-RQ-0160 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-46. All responsible sources may submit a quote which will be considered. NAICS code 334512; size standard of 500 employees for small businesses. This will be a firm fixed-price contract for the Department of Veterans Affairs, 3710 SW US Veterans Hospital Road, Portland, OR 97239. The Government will make award on an all-or-none basis in accordance with Section E, Instructions, Conditions and Notices to Offeror, Provision 52.212-1, Instructions to Offerors -Commercial Items and 52.212-2 Evaluation - Commercial Items All terms and conditions of FAR Part 11.104 Brand Name or Equal Items and VAAR Clause 852.211-73 BRAND NAME OR EQUAL (JAN 2008) apply to all items listed in the Price/Cost Schedule. The following factors shall be used to evaluate offers: technical capability, price and past performance. Past performance information may be based on the Governments knowledge of and previous experience with the quoter, or other reasonable basis. The Government may reject any or all quotes and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all quoters. (b)Technical capability and past performance, when combined, are more important when compared to price. (c)Options. Not applicable. (d)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.212-3 Offeror Representations and Certifications-Commercial Items: shall be completed as noted below and submitted with the quote.
