Description
The project consists of the design and construction of the 2/207 Brigade expansion build out for the Afghanistan National Army (ANA) at Camp Sayar, Farah Province, Afghanistan, composed of seven kandaks, shared facilities, and all required facilities as applicable to include utilities infrastructure. The majority of the construction will utilize K-spans. The project is defined as the design, materials, labor, and equipment to construct buildings, parking, utilities, and other infrastructure for a design end population of approximately 5,600 ANA personnel. Final design drawings of most facilities, site work, and related design shall be accomplished by the Contractor. The intent is to provide permanent basing standards using the most cost-efficient and expeditious construction methods. The Contractor may be required to coordinate the efforts required under this contract with at least one other contractor at the site. Such coordination requirements will be required as part of this contract. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. The Government intends to make one award as a result of this solicitation. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract is for 365 days. The magnitude of project range is $30M - $60M. The options may be exercised at the discretion of the Government. Offerors are asked to submit their expression of interest on or before 16 December 2010, to the point-of-contact via email.
