Description
The U.S. Fish and Wildlife Service, Winthrop National Fish Hatchery Stockton Fish and and Leavenworth NFH, 453A Twin Lakes Road, Winthrop, WA 98862, has a requirement to replace 19 fiberglass tanks in the hatchery buildings by March 19 for fish rearing. These tanks must be sufficiently reinforced to hold water while not changing shape (expanding/contracting) when filled or drained. The new tanks need a similar design to the ones currently in the hatchery building. Additionally they need to fit into the space voided by the former tanks. The construction material should be smooth, non-porous, low maintenance and not require interior or exterior painting. Past performance using tanks constructed of plastic / fiberglass have met expectations for durability, rearing healthy fish, and ease of maintenance. A forest green color is preferred. The specifications for the tanks are attached and described in more detail in the section entitled "Scope."Selection process is "best value" based on Past Performance, Experience and Price. Submit all information to the USFWS/CGS, Attn: GT, 911 NE 11th Avenue, Portland, OR 97232. on or before 12/29/2010 by COB PST. Reference RFQ F11PD00331, and ensure all DUNS, ORCA, CCR, requirements are met. No further notice will be posted on FedBizOpps. The service has encountered insufficient reinforcement problems with manufacturers attempting to build tanks resulting in unacceptable losses. Therefore interested contractors must provide specific evidence of quality standards and ensure delivery time is met. 2. DEFINITIONS: None.3. SCOPE: Construct 19 tanks including screens and standpipes to the listed specifications and deliver them to the Winthrop NFH within 45 days of contract award. Specifications call for: 3.1 Tank Dimensions will be 16'L x 39"W x 32"D.3.2 The construction material to be smooth, non-porous, low maintenance and not require painting on either the inside or outside surfaces. 3.3 The color to be forest or dark green; 3.4 There is to be no clearance between the screen slot and the screen frame and a stainless steel guide is to be placed in the screen slot ; 3.5 Tanks will be of double wall construction and able to support their intended load with little to no deflection to avoid any safety related issues; 3.6 Tanks will not leak (except drain hole), crack or expand requiring additional reinforcement 3.7 Standpipes (single per unit) will be included and a stainless steel hook shall be included on each stand pipe made of the same material as the stand pipe handle and attached to the same location as the handle. The hook should be of a size to allow the stand pipe to be "hooked" on to the screen when the stand pipe is removed during cleaning. 3.8 Stainless steel screens with a stainless steel border will need to have slots horizontal, not vertical, when placed in tank.3.9 The hatchery fork lift and an operator will be available to off-load the new tanks from delivery truck.4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Deliver to the Winthrop National Fish Hatchery, 453A Twin Lakes Road, Winthrop, WA 98862. 5. INSPECTION AND ACCEPTANCE: A final inspection will be made by the station manager prior to issuance of the final payment. 6. AVAILABILITY: WNFH is generally open for business from 7:30 AM to 4:00 PM Monday through Friday (except Holidays). Other scheduling arrangements can be made. 7.
