Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are not being requested and a written solicitation will not be issued. This is a small business set aside. This solicitation number is RFQ1862088 and a solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 46. The National Institutes on Drug Abuse (NIDA) on behalf of the National Institutes on Aging (NIA) intends to issue a purchase order for a Flow Cytometer. The NIA has a need for flow cytometer with: 488nm & 640nm excitation wavelength; 2 scatter channels; 4 fluorescence detectors; Sensitivity of less than 750 MESF; Dynamic range of 7; Cell count capability; Minimum particle size of 1um; Minimum sample volume of 25 uL; Fluorescence precision of less than 3% CV for CEN; 24-bit signal processing; and a Maximum acquisition speed of 10,000 events/second. In addition to the specifications listed above, provide information on instrument weight and size; fluidics system; sample tubes; recommended sheath fluid; sheath consumption; setup and installation time; and usage training. Delivery and acceptance will be in Baltimore, MD within 4 weeks after receipt of order. Quotations will be evaluated on the following criteria: (1) Ability to meet or exceed required specifications (2) Ability to deliver on time (3) Past Performance (Give 3 examples of similar orders in the past 3 years) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due December 10, 2010 12:00 PM EST and will be submitted electronically to simpsoi@mail.nih.gov, Idella Simpson, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
