Description
This is a pre-solicitation notice for the US Marine Corps, Blount Island Command, Jacksonville, Florida. Solicitation M6700411R0026 serves as notification to industry of the procurement of Stevedoring and Related Terminal Services (S&RTS) at, Marine Corps Support Facility, Blount Island Command, Jacksonville, Florida. The anticipated date for release of the request for proposal is on/or about 21 January 2011. The Stevedoring and Related Terminal Services to be procured are vessel loading, vessel discharging, receipt of cargo, disposition of cargo, stuffing / unstuffing of cargo, intraterminal transfer of cargo, onward movement of cargo, and management expertise. This acquisition is unrestricted. The country of performance for this procurement is the United States Of America. The place of performance is Marine Corps Support Facility, Blount Island Command, Jacksonville, Florida. The period of performance for the resultant contract will begin on 1 April 2011. Award of the resultant contract will be made by utilizing a Performance Price Tradeoff (PPT) best value source selection process instead of Low Price Technically Acceptable (LPTA). Each offer will be evaluated in accordance with the Performance Price Tradeoff (PPT) source selection process that is a four-step process: (1) Technical Acceptability Evaluation; (2) Past Performance Evaluation/Confidence Assessment; (3) Price Reasonableness Evaluation and (4) Performance/Price Tradeoff of all technically acceptable offerors with a reasonable priced offer. The NAICS code for this procurement is 488320 (Marine Cargo Handling). The Government anticipates awarding a contract with a base and four (4) option years. Contractor shall be required to furnish sufficient labor, gear and equipment to meet the requirements of the resultant contract which are for the receipt, disposition, loading and unloading of vessels. A pre-proposal conference and site visit is scheduled from 0900 “ 1500 hours (Eastern Time U.S.A.) on December 15, 2010. All interested firms wishing to attend the site visit must submit the name of all attendees by noon on December 13, 2010 to Ms. Alice Settle, Contract Specialist at alice.settle@bic.usmc.mil. Only U.S. citizens are allowed on Blount Island Command for the pre-proposal conference and site visit.
