- NASA/DFRC has a requirement to extend the performance period of the DFRC SecuritySupport Services Contract for a maximum of twelve months (January 1, 2011 - December 31,2011); said extension will consist of one nine(9) month performance period and one(1)three-month option period, the exercise of each option being determined by the Governmentneed to continue with the support. A contract modification reflecting this extension willbe issued on or before December 31, 2010, which is the expiration date of the currentsecurity support services contract. NASA DFRC intends to extend the period of performanceof contract NNA04AC17D, for protective services which was awarded as a result of full andopen competition under a GSA Schedule to Wackenhut Services, Inc. (WSI) on November 1,2004. This extension is necessary to bridge the performance period between the end of thecurrent contract and award of a new NASA Dryden Protective Service contract.Authorization of this extension has been issued by NASA Headquarters under ProcurementInformation Circular (PIC)10-15, dated October 13, 2010, which provides a class deviationfrom the requirements of FAR 17.204(e) and NASA FAR Supplement (NFS) 1817.204(e)(iii),limiting the terms of service contracts to five (5) years, including the basic contractand all options. This class deviation applies only to existing contract requirements thatwill ultimately be provided under a new NASA Dryden Protective Services Contract. NASA is using the authority for Other Than Full and Open Competition provided by 10U.S.C. 2304(c)(1), because Wackenhut Services, Inc. (WSI) possesses unique expertise inmeeting the security requirements of the Center, no alternate source could adequatelyprovide for the maintenance of the Centers comprehensive security program during thisextension period. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 13, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Mr. Medina not later than 4:30 p.m. local time onDecember 13, 2010.
