- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation N00421-11-T-0039 is being issued as a Request for Quotation (RFQ). The applicable North American Industry Classification System code is 811310. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DOD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. The government intends to solicit on a competition bases under the authority of FAR 13.106-1. This notice is a request for competitive RFQ. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capability statements received by 8:00 a.m. Eastern Standard Time, 13 December 2010, will be considered by the government for the purpose of determining a competitive procurement. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the RFQ. The Government reserves the right to process the procurement on a sole source basis based upon review of the responses received. The Government will not pay for any information received. The firm fixed price contract line item numbers are CLIN 0001 Remaufactured Model B4FM2011 Deutz Engine. STATEMENT OF WORK INTRODUCTION FRC Support Equipment has a requirement to maintain, repair and overhaul Ground Support Equipment for various agencies. The material listed herein will be used in support of this requirement. SCOPE The scope of this requirement includes providing services to the site specified herein. The vendor shall supply all technical documentation to included, but not limited to, MSDS or Statement of Work as applicable. SPECIFICATION The vendor must met our specifications and requirements. All service requested under this statement of work shall meet or exceed requirements set forth. P/N Nomenclature Pub WkPKG Fig Index 20-10-0001 Turbo Engine 19-40-523 0440 23 1 DELIVERABLES Deliverables under this Statement of Work shall include: 1. Required delivery date 2. Invoice and packing slips shall be provided at the time of delivery. 3. Need remanufactured Mode B4FM2011 (201-10-0001) Deutz Turbo charged engine. 4. Core to be supplied by customer. 5. Components/accessories which are not rebuildable must be replaced with new components: alternator, injection pumps, starter, and turbocharger. 6. Remanufactured engine must include mandatory replacement for the following items: piston, piston rings, injector nozzles (new), and rod bearings, main bearings, glow plugs, seals, gaskets, exhaust valves, intake valves, valve springs, valve keepers, valve seats, valve guides, and injections pumps. 7. When vendor received the core, vendor will credit the account if applicable. 8. Vendor will provide delivery of material to FRC site. SHIP TO: FRC SUPPORT EQUIPMENT BLDG 105 B AVE SOLOMONS, MD 20688 TECHICAL MONITOR Technical Monitor is an FRC Support Equipment government employee assigned to Interface with the supplier when necessary. The technical Monitor for this contract is: Elizabeth Lamb, Elizabeth.lamb@navy.mil Phone: 410-326-2000 x2144 Fax: 410-326-9204 The technical Monitor can assist the vendor in interpretation of technical requirements and performance of the effort required. The TM shall have no authority to impose additional requirement or to change or delete existing requirements. All orders, changes or deletions will be place by the buyer or designated representative. Inspection and Acceptance shall be at destination. The contractor shall extend to the Government, full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract will take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule.
