Description
The intent of this solicitation and any resultant Basic Ordering Agreement (BOA) is to obtain services of a light fixed wing aircraft fully operated by qualified personnel and equipped to meet specifications for use in administration and protection of Public Lands throughout USFS Intermountain Region 4. Resultant BOAs will be issued as Firm Fixed Price agreements with Economic Price Adjustment, with multiple awards and pricing in 12 month increments, not to exceed a total of five years. Aircraft furnished may be used for fire support, project, law enforcement, and administrative flights. The government has Interagency and cooperative agreements with Federal and State agencies and private landholders. Aircraft may be dispatched for interagency use. A BOA is a written instrument of understanding, negotiated between the Government and a Contractor, to define terms and prices that may be applied to a future contract between the parties. Notwithstanding the use of the term 'contract' throughout this Solicitation, a basic ordering agreement is not itself a contract. Orders issued on awarded BOAs will become binding contracts if and when the Contractor accepts the order. Competition will be limited to Contractors who have a FAA 135 Certificate established within the states comprised of the USFA Intermountain Region (i.e. Idaho, Utah, Nevada and Western Wyoming).
