Description
THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Department of Veterans Affairs is contemplating a Fixed-Firm-Price contract with one (1) base year and four (4) additional one (1) year options. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all plant, labor, equipment, materials, supervision, test equipment, repair/replacement parts, travel and transportation necessary to install an estimated amount of 125 voice and data cabling annually as outlined in the SOW and in accordance with commercial industry standards and practices. The NAICS code is 238210 DESCRIPTION OF THE REQUIREMENT: INSTALLATION OF CATEGORY 6E WIRING TO SUPPORT VOICE (BLUE CABLE) AND DATA (WHITE CABLE) AT THE WILLIAM JENNINGS BRYAN DORN VA MEDICAL CENTER, COLUMBIA, SC 29209-1639: The Contractor shall provide all plant, labor, equipment, materials, supervision, test equipment, repair/replacement parts, travel and transportation necessary to install 125 (estimated per year) voice and data cabling as outlined in this document in accordance with commercial industry standards and practices. A job will consist of installation of Category 6e wiring to support voice (blue cable) and data (white cable) communicated via work order prepared by the government and issued to the contractor. A voice or data run will not exceed 90 meters. All wiring runs will be within existing cable trays and will utilize 3/4 inch EMT conduit from the cable tray and 3/4 flexible conduit within the room to the designated drop location. All wall penetrations and conduit openings will be fire stopped with an NFPA rated fire stop material. All couplers and connectors will be constructed of steel. Voice and data cable drops will be terminated on contractor supplied RJ45 jacks within a contractor supplied modular triplex faceplate. Each triplex-cable drop location will have one triplex faceplate containing three RJ45 category 6e data jacks (two data/one voice), a beige blank and a label incorporated into the faceplate. The modular jacks supplied based on work order request to contractor will be terminated in accordance with the following color-code and in accordance with ElAfTIA 568B standards. (Ivory will be utilized for data and blue utilized for voice). The terminations will adhere to the orientation described on the work order. Normal triplex jacks runs will consist of a single blue (voice) on top of the faceplate and two white (data) runs to each drop location. The data runs will be terminated below the single voice on the bottom two locations of the triplex jack. Once terminated, all twisted pair data cabling shall be tested to meet category 6e specifications. Each twisted pair drops (both data & voice), once installed and terminated, shall be tested for continuity and proper 568B pin out. Test results for each drop shall be recorded and become part of the final documentation provided. The exact configuration of the jack concerning the number of voice or data connections will be determined by the work order request submitted to the contractor. Each drop location will consist of a triplex jack. At the distribution frame end, the data Unshielded Twisted Pair (UTP) must be terminated on the designated patch panel within the designated telecommunications closet. All UTP designated as voice cabling will be terminated on existing 110 blocks on the distribution frame end in the designated telecommunications closet. There shall not be any additional transition points or terminations other than those indicated above. All UTP cabling shall originate from the designated distribution frame (110 Block for voice/Hubbell Certified Patch Panel for data) in the designated telecommunications closet. The UTP data link shall be tested with a 100 MHz tester from the patch panel to the station jack to verify adherence to The EIA/TIA specifications. UTP Voice/telephone cabling will be terminated on a separate existing 110 block in the telecommunications closet. UTP station cables shall be identified by a label on each end of the cable that identifies the cable in a manner that refers to the room number and jack number at the opposite end of the cable. The label on the outlet end of the cable shall identify the cable by the equipment closet in which it is terminated, the patch panel (data cabling) or 110 Block and associated pair (voice cabling) on which it is terminated, the patch port it occupies, etc. The closet end of the cable shall identify/match the station termination's outlet number. The labeling itself shall be of a permanent nature (dark indelible ink); machine printed (not handwritten), and shall be plainly visible on the faceplates as well as the panels. The Contractor shall be responsible for adhering to facility safety and infection control guidelines. The Contractor shall bill monthly in arrears once work is tested and accepted by the Contracting Officer's Technical Representative/designee. The Contractor shall respond to all emergency installation requests within 2 days with completion of job in 3 days. The Contractor shall respond to non-emergency service calls within 3 days with completion in 7 days. The Contractor shall provide new Original Equipment Manufacturer (OEM) factory approved parts and supplies. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Spartanburg, Sumter and Rock Hill, SC. PERFORMANCE: 125 each Install triplex jacks/cable pulls ; this is an estimated annual amount. We get requests in for different locations all the time. Intent is to provide those locations for each triplex jack to the contractor and have a firm fixed price per run. The contractor would bill monthly in arrears for the runs submitted which were completed. There is no service other than the cable installation which will be based on a firm fixed priced for the install of a triplex jack at the designated location. The need for the triplex cable drops is ongoing as the facility moves individuals around and rearranges offices. PARTS: Vendor would be supplying the following: CAT 6E wire Modular Faceplates - Beige RJ45 Jacks inch EMT conduit from the cable tray to the room Flexible conduit within the room to the designated drop location The contractor would also need to supply the necessary tools to perform the actions outlined in the SOW. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Submit Capability Statements by December 9, 2010 to: Department of Veterans Affairs, VISN 7 Network Contracting Activity ATTN: Juan A.
