- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to award a sole source contract to American Association for the Advancement of Science (AAAS), located in Washington, DC for continuous electronic access via the Internet to Science and other AAAS electronic products (Science Express, STKE Signal Transduction Knowledge Environment and the Science Classic backfile). The requirement will be used by the National Agricultural Library, USDA locations worldwide, USDA employees, contractors, cooperators and volunteers performing work on behalf of USDA. The publisher, the American Association for the Advancement of Science (AAAS), will make the content of its products available for delivery via the Internet and accessible 24 hours per day. Authorized users will be granted access to Science, Science Express, STKE Signal Transduction Knowledge Environment and Science Classic backfile through the IP recognition authentication process without any impediments, with rights to use the content during the term of subscription. Subscription to the content includes perpetual data rights to the content of Science, to be delivered in an electronic medium and format. The right to perpetual use of the subscribed-to Science journal content will survive the termination of the contract for any reason. NAL is mandated by 7 U.S.C. 3125a to serve as the primary agricultural information of the United States. One of its functions is the comprehensive acquisition of material that contains reports of original research, new scientific findings, information of potential historical value, and information that would support USDA's research. In order to meet its mission, NAL must obtain access, with perpetual data rights, to journals and related information products only available through AAAS. Only AAAS as the copyright holder of its journals, can and will provide perpetual access rights to its content. Anticipated date of Award: December 24, 2010
