Description
Olympic National Park, Quinault, Dumpster Rentals This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. The solicitation number is Q9512100122, and the solicitation is issued as a request for quotation (RFQ). This solicitation is a small business set -aside. Responsible small businesses concerns are encouraged to submit a quotation. The NAICS code is 562111 with an associated small business size standard of 12.5 in millions. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.arnet.gov/far. This solicitation will result in an award of a firm, fixed-price contract. Vendors note that firm fixed price contract in this context means a purchase order with a not-to-exceed amount. Notification of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov. The National Park Service, Olympic National Park has a requirement for a single contractor to provide delivery and rental of various size dumpsters that will be used to collect solid waste from building demolition sites within the Quinault District of Olympic National Park. The waste includes medal, wood, shingles, and siding, installation, concrete and asbestos. The Park holds the certificates for the removal of asbestos and any other hazards materials. The vendor will also provide service by collecting the solid waste and hauling it for disposal. Olympic National Park anticipates the total cost of award will range from $25,000 to $35,000. The Washington Utilities and transportation Commission regulates solid waste collection companies under Chapter 81.77 RCW. That statue in pertinent part provides that "No person shall engage in the business of hauling solid waste without having first obtained a certificate of public convenience and necessity, commonly called a "G" certificate from the WUTC". A "G" certificate authorizes solid waste collection and hauling within a specific geographic territory. Any responders must be licensed to operate in the Quinault District area of the Olympic National Park. The award amount of $35,000.00 is a not-to-exceed lump sum. The Government shall only pay for actual quantities of dumpsters rented and at rates no greater than the established unit prices (WUTC tariff rate) described above. Delivery: Pre-staged area off Quinault North Shore Road for stockpiled materials as determined by operation, equipment movability and dumpster staging. The park anticipates that the award will be made on or around 12/14/10, and dumpsters to be delivered on 12/16/10 to be completed by 12/31/10 at a predetermined address along the North Shore Road in Quinault. Roads Supervisor, will also coordinate the hauling schedule and quantities of the dumpsters and when to deliver them to the location. Crews on hand will fill dumpsters from stockpile debris within one hour and dumpster will be hauled away. Crews will verify continuation of deliveries as required for the day until all debris is hauled away. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Award will be made on an all-or-none basis, as a best value selection, to the contractor that the Government determines can best satisfy the objectives and requirements of this Request for Quotations, in a manner most advantageous to the Government, e.g. meeting the specifications for each line item, at a fair and reasonable price. The government reserves the right to make award without discussions. Quoters must be registered in the Central Contractor Registration (CCR) database in order to be considered eligible for award.
