Description
Request for Proposals The General Services Administration is seeking sources capable of replacing the existing 6' x 9 'x 8' inspection booth located at the Import Lot exit at Columbia Port of Entry, Laredo, Texas. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision to accomplish the work within the project timeframe and in accordance with all regulations and specifications. The North American Industry Classification System (NAICS) Code for this project is 236220, the size standard is $33.5 Millions. The magnitude of this construction project, in accordance with FAR 36.204, is estimated to be between $25,000 and $100,000. Payment Bonds will be required following the contract award, pursuant to the Miller Act. This procurement is 100% set-aside for Small Business Set Aside. The required construction completion time frame is 135 calendar days after Notice to Proceed is issued. A Pre-Proposal Conference is scheduled for Tuesday, December 21, 2010 at 11:00 am at the Conference Room at Columbia Port of Entry, Laredo, Texas. Contractors are encouraged to attend the pre proposal walk-through and to verify all existing conditions at the job site prior to bidding on project. Failure to do so will not relieve contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions. GSA will not have anyone available to accompany contractors or their representatives (sub-contractors) after the scheduled pre-bid walk-through. The Government anticipates the award of a Firm, Fixed-Price contract based on a final negotiated or accepted price, to the responsible contractor that offers the best value to the Government. Proposals are due by 5:00 pm on Friday, January 21, 2011. Contractor shall provide a base quote with a detailed cost breakout. Cost breakout shall be formatted per the Construction Specification Institute (CSI) divisions of work breakdown. The cost breakout shall sum to the total construction cost of the quote.
