- This is a "Pre-Solicitation" Notice and NOT a formal Solicitation. The purpose of this Notice is to allow prospective offerors to make an informed judgement as to whether a copy of the Solicitation should be requested. The formal Solicitation will be officially issued and posted to this website after the closing date of this Notice. The U.S. Coast Guard, Aviation Logistics Center (ALC), Long Range Surveillance (LRS) Division, Elizabeth City, NC 27909 intends to solicit quotes for depot level repair of Government owned Cockpit Voice and Flight Data Recorders P/N: 2100-3038-93 NSN: 6610-01-510-3604. The Original Equipment Manufacturer (OEM) is L-3 Communications, Inc., Aviation Recorders Division, Sarasota, FL. (Cage Code 06141). Repair work shall be in accordance with applicable OEM Component Maintenance Manual(s) (CMM) 165E1690-90. The U.S. Coast Guard does not maintain nor release the technical documents required to repair the Cockpit Voice and Flight Data Recorders. The Government anticipates award of a Requirements Type Contract using the policies and procedures of FAR Part 12 in conjunction with FAR Part 13. It is anticipated the contract will consist of one (1) 12-Month Base Period and four (4) 12-Month Option Periods. The Solicitation will provide the Statement of Work with a description of performance requirements, estimated quantities for each contract period and evaluation factors and criteria that will be used to evaluate offers. Quotes will be solicited on a full and open competition basis. The NAICS is 334511 and the applicable size standard is 750 employees. The Government intends to award a single contract but reserves the right to select and award contracts to multiple vendors if two or more technically qualified proposals are determined to provide approximately equal value to the Government and determined to be in the best interest of the Government. All responsible sources may submit an offer which shall be considered by the agency. The Solicitation Number will be HSCG38-11-Q-300018, which is the same number as this Notice. Vendors should register on this FedBizOpps website under this Number to receive notices pertaining to the solicitation. The Solicitation will be posted to this website and will be available for download/print. Interest vendors may also submit a written Request for Solicitation HSCG38-11-Q-300018 to Thomas.F.Mason@uscg.mil. Phone call inquiries regarding this solicitation are not permitted.
