Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This synopsis advertises the Government s intent to acquire modified commercial items pursuant to FAR Subpart 12, Acquisition of Commercial Items. Specifically, the Government intends to purchase shipping and storage containers for the Target Sight System Turret (TU), and its Weapon Replaceable Assemblies (WRA) and repair services for same. The containers are to be built and repaired according to drawings that will be furnished by the Government. This acquisition is reserved 100% for small business entities, as FAR 52.219-6 will be incorporated into any resultant request for proposals. Solicitation number N00164-11-R-JQ02 will be issued as a request for proposals. The solicitation will be published to the Government Point of Entry (this website, and those listed above) on or about DEC 16, 2010, in accordance with the procedures authorized by FAR Subparts 12 and 15. The Government may choose to accept more than one proposal to meet its requirements. Please note that the successful offeror(s) for the TU container (CLIN 0002) will be required to provide a sample of the container to undergo Fit testing within 45 days after award. First Article Testing (FAT) (CLIN 0001) will also be required if the successful offeror has not supplied the TU container (CLIN 0002) to the Government in the past. The proposed contract action is for supplies and services for which the Government intends to negotiate and award one or more firm fixed price (FFP) indefinite delivery/indefinite quantity (IDIQ) contract(s). The Government intends to purchase the following: CLIN 0001 - First Article Testing of TU Container CLIN 0002 - TU Containers - Min: 6 Max: 48 CLIN 0003 - WRA container sets, consisting of 5 containers of differing configuration - Min: 3 sets - Max: 210 sets CLIN 0004 - Repairs Min: TBD - Max: TBD, NTE $50,000 CLIN 0005 - Data (NSP) Contract/ordering period is for five (5) years from award date of contract. An initial delivery of a minimum of six (6) TU containers will be required within approximately 120 days after award (i.e., approximately 30 days after successful completion of Fit testing and First Article Testing). An initial delivery of a minimum of three (3) WRA container sets (CLIN 0003) will be required approximately 45 days after award of contract. Additional delivery dates will be specified in individual orders. Please note that award of a contract does not guarantee that the Government will purchase more than the minimum number of units specified above. Delivery required FOB Destination, NSWC-Crane, 300 Highway 361, Crane, IN 47522-5001. DPAS rating is D0-A70; Federal Supply Class 8145. The North American Industry Classification System (NAICS) Code for this procurement is 337210. It is the responsibility of interested vendors to monitor the web sites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors who submit a proposal will be provided with any changes or amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested parties must download from the www sites. Reference the above solicitation number when responding to this notice.
