Description
The purpose of this project is to design and construct the perimeter fence, guard towers, and supporting facilities at Shindand, Afghanistan. The site location is along the perimeter of the existing Forward Operation Base (FOB) Shindand, Afghanistan. The scope of work includes the design and construction of Project which includes security fencing, guard towers, anti-vehicle ditch, underground electrical lines, and antiterrorism/force protection measures. Supporting facilities include utilities, paving, roads, security lighting, information systems and site improvements. The Contractor shall perform a topographic survey and geotechnical investigation. The Contractor will also be responsible for anti-terrorism measures and site improvement, and miscellaneous storm water drainage structures. The Contractor shall remove/relocate existing structures, utilities, cables, debris, etc. that currently occupies the site, as required for construction while maintaining service to existing facilities not affected by this project. The work shall include the preparation of construction design documents and the construction required to provide fully functional facilities. The facilities shall be designed and constructed in accordance with current U.S. Design Standards, Department of Defense, safety and security standards, ecological standards and applicable local standards as will be defined in the technical requirements. The Government intends to make one award as a result of this solicitation. Award of a contract will be made to the responsible offeror who submits the lowest priced, technically acceptable proposal that is both realistically and reasonably priced for the work to be performed. Offers will be evaluated in accordance with the evaluation criteria stipulated in the solicitation. An offeror may not receive award, even if it has the lowest-priced, technically acceptable proposal, if its price proposal fails to demonstrate that it understands the scope of work required by the solicitation. The applicable NAICS code is 237990 ($33.5M small business size standard). The resulting contract is for 120 days. The magnitude of this project is between $25M and $100M.
