- This is a Request for Information (RFI) in accordance with FAR Part 15.201 Exchanges with Industry before Receipt of Proposals. The Government seeks to identify interested offerors for a potential procurement action and to gather information that may influence the shape of a potential future Request for Proposal (RFP). This announcement is for market research purposes only and it does not constitute a RFP, quotation or bid. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI does not restrict the Government to any ultimate acquisition approach or strategy. The Government will not pay for any information that is submitted by respondents to this announcement. Responses shall not include proprietary information. Any responses that are marked proprietary will not be considered. The National Geospatial-Intelligence Agency (NGA) is seeking sources to provide Airborne Imagery Declassification and Management services. NGA may be interested in establishing a Firm Fixed-Priced (FFP) contract. NGA is seeking sources that can provide the following services: • Airborne Imagery Materials Handling and Transfer • Airborne Imagery Declassification Review • Imagery Review Database Input and Update used for updating the National Exploitation System (NES) • Comparison of Imagery Review Database to Airborne Imagery Information within NES to detect anomalies • NES data record creation, review, correction, and updating • 10 year re-review of exempted imagery • Freedom of Information Act Research Main Objectives 1. The primary objective of this effort is for NGA to discharge its obligations for automatic declassification and re-review of airborne reconnaissance and mapping imagery collected by the Department of Defense and Intelligence Community and falling under Executive Order 13526. 2. The secondary objective of this effort is to assist NGA in updating the aerial library database containing references to reconnaissance and mapping imagery dating back to 1935 so that imagery on any media can be effectively located and utilized by analysts. Personnel/Security Considerations • The expected level of effort for this requirement is one (1) FTE who shall be a subject matter expert in imagery classification/declassification with a background in photographic imagery processing, or historical imagery systems/platforms, or imagery library management experience, or similar background such as described in GSA schedule position descriptions titled: Senior Reconnaissance and Mapping Imagery Record Imagery Technician. • Contractor personnel shall have valid Top Secret/SCI/TK security clearances The suggested North American Industry Classification System (NAICS) code is 541618 or 561110. Request interested and qualified sources address the following in accordance with the submittal instructions below: Capability: Provide a corporate capability statement that describes your company's ability to provide the above items. Price: Provide any existing corporate catalog which prices the above units and option units. Identify any applicable discounts or GSA schedule pricing. Delivery: Identify expected delivery timelines applicable to the above items. References: Identify references including name, organization, phone number and email for individuals your company has sold any of the above items. Business Size: Provide your business size in accordance with NAICS Code 541618 or 561110 (in addition, any small disadvantaged business designations.) GSA Contract Vehicles: Provide any existing GSA Contract numbers applicable to the above items. Submittal Instructions Submissions are due no later than 4:00 p.m. Eastern Standard Time (EST) by the date shown above. Your response must include: business name, address, telephone, email address, website address (if any), CAGE code and DUNS number, the full name of a company point of contact (POC), POC email address and POC telephone number. Potential Offerors not responding to this announcement will not be precluded from any further participation. Respondents are hereby notified that the Government may utilize Support Contractors to provide technical advice on the responses. All questions whether general, contractual, or technical shall be submitted via e-mail to Adam.M.Greenspan@nga.mil no later than the time responses are due. The Government will endeavor to respond to all questions. Valid questions and responses will be posted without reference to the company submitting the question, for all interested parties to review.
